the cnv holders might not have wanted to convert ie might have felt had better use for cash elsewhere and not wanted to be stuck in an illiquid share for longer. IGP had to cover themselves, either by having the cash to cough up, or by extending, albeit at a dilution cost to shareholders.

i am trying figure out.. why they extended it to next year in the first place.
Why not let the cnv holders convert them. If my memory recalls ,the conversion price was higher before, so just a little less dilution.
Is the The Company's intention to pay up? and that is why they re-negoiated.?

237, at conversion, the cnv holders either convert into shares at the originally set out rate, or take the face/cash value at the set amount. Nothing else comes into it. Unless that is, IGP wanted to extend/renegotiate, which I would very much hope that they don't need to do.

Yes it can also be converterted into shares but im not sure how that would work with the 5% interest rate on the loans. with current interest rates far exceeding the rate that this loan was secured at the loanee's may want to renew the terms if they have to take shares instead of cash.

oh an regarding Loan stock,

On 31 May 2006, a variation of terms was agreed with the loan stockholders. The loan periods were both extended to 31 May 2009 and, as a result, all of the convertible debt and associated interest up to that point will now fall due within two to five years.

...so the company have plenty of time to pay up the £1.69m that they owe.

5. Warrants
In part consideration for services provided to the Company in relation to the Placing, the Company has granted Credo a warrant to subscribe at the Placing Price for up to 1,017,100 new ordinary shares at any time up to 29 May 2008 (the "Credo Warrant"). The Credo Warrant is conditional on shareholders' approval at the EGM.

Just to note the placing price was 7.8p per share. This will only increase the total amount of shares issued to 36.5m but it would give IGP another £80k. I guess if they haven't done it already then they will be soon

The UK based company-De-La-rue has won an $18million tender to work on Rwanda's identity card project.

The company which brought in sophisticated equipments to finish the work is now capturing biometric data in which a digital picture, electric finger print and signature are included.


The data capture that started in February this year will end in August though by the end of April the residents of Kigali will have received their Identity cards.

The government has registered 5.3 million Rwandans above 16 years who will be given new national identity cards.

However, the coordinator of the project, Mr. Pascal Nyamurinda told East African Business Week that biometric data of 10 million Rwandans has been computerised.

The government has decided to fund the project but every card holder will be obliged to pay Rwf500 (US$0.9) to get it.

The first phase of the project will see all registered Rwandans gotten their identity cards.

According to Nyamurinda, the second phase will see deliverance of the smart card encompassing all the data from any service provider such as banks, driving permit, insurance, and many more others.

The holders of the smart card will only pay Rwf15,000($27). Together with the driving permit, the smart card will cost Rwf50, 000($90).

A chip will be installed in these smart cards to make sure the information about the service providers such as the banks, insurance companies and revenue authority corresponds with the information on the identity card.

The ID will be swiped through an electronic machine that will read the information on the card and the finger prints. Rwanda will be the first country on the continent to issue smart cards though Senegal and South Africa have the first phase of the electronic national identity cards.

Rwandans who live abroad have been registered from the Rwandan embassies in those countries where they live.

A majority of the Rwandans abroad were registered in the neighbouring countries such as Kenya, Uganda, Burundi, Tanzania and DR Congo. Other countries that registered high numbers were Belgium, England and Canada.

Rwandans who live countries where there is no Rwandan embassy, have not been registered.

United States – Although integrated smart cards and biometrics technology is only at an early growth phase, the market is seen to undergo exceptional growth. The market growth rate in 2006 was 55.2 percent, despite many of the national ID projects not operating at full scale. Considering even corporate security, banking, and e-passport programs have not reached their full potential, the unit shipment growth is expected to rocket in spite of fluctuations in the growth rate. According to Frost & Sullivan's APAC Integrated Smart Cards and Biometrics Markets analysis, the market earned $249.1 million in 2007 and is expected to reach $822.2 million by 2013.

This foreseen growth will be driven by industry participants in every part of the value chain implementing smart cards integrated with biometrics on an open platform, to allow interoperability and ease of addition of future applications. Integrated smart cards and biometrics offers a level of security that cannot be achieved by smart cards and biometrics as stand-alone technologies. Several end users-particularly governments-are well aware of the potential of this integrated technology in various areas ranging from the rural sector to the most highly secure environments of government institutions. Such extensive adoption of the technology is expected to hold the market in good stead.

Apart from enhancing security, the integration of biometrics with smart cards eliminates the need for multiple identification requirements and offer cost-conscious organizations with an opportunity to provide high levels of security at affordable prices. Such long-term planning will ensure the survival of any integrated solution's implementation.

According to Frost & Sullivan, the number of national ID projects, which are the most active revenue generators for the market, being implemented in the Asia Pacific region indicates the huge potential for smart cards integrated with biometrics. With the e-passport program expected to be in full implementation by end of 2008, all governments in the Asia Pacific are looking at integrating biometrics along with smart cards. New issuance of passports by the countries under the U.S. VISA Waiver program will add significantly to the unit shipment growth.

National ID projects in India and Malaysia have already started using biometric verification, while Japan's and China's are still at the planning stages. With many more countries looking at implementing national ID projects, and biometrics being one of the pre requisites for these projects, the market has good reasons to feel optimistic.

Gemalto Electronic Health Cards Successfully Tested by German Authorities
Insurance organization AOK to drive Germany's first healthcare pilot program based on highly secure microprocessor cards

Stuttgart, Germany, March 27, 2008–Gemalto (Euronext NL0000400653 GTO), the world leader in digital security, today announces that its German electronic health cards have been successfully tested in pilot regions. Taking place in different regions of Germany, these trials test the infrastructure and components of the Gemalto solution before the nation-wide roll out in 2009. The implementation of the smart health card is actually the most important project for the modernization of the public health system in Germany and also the largest project based on Public Key Infrastructure (PKI) technology in the world. It involves 80 million patients, 188.000 doctors and dentists, 2,200 hospitals and 21,000 pharmacies.

Gemalto was awarded the tender by AOK in July 2007 to supply and personalize 35 million e-health cards for their insured in Germany.

The pilot region of Ingolstadt in Bavaria is one of seven regions in Germany in which tests started to check the interrelation of the e-health card (eGK) with other components of the extensive telematic infrastructure. In this test in Ingolstadt, up to 10.000 insured, 30 doctors, 16 pharmacists and two hospitals are actually participating and the tests run through several phases. The e-health card in combination with the doctor's health professional card works as a key function once the eGK enables the access to medical data securely stored in the system. Thanks to the e-health card, the German health system will be updated with the latest information and communication technology.

Some good news on TWIC. Seems we might be right about the 6million people who will need the card....



MYTH #1: I will only need a TWIC if my job requires me to enter secured areas.
WRONG! Everyone who holds a USCG "credential" (which includes Masters Licenses, OUPV Licenses, Engineers, ABs, Licensed Mates, Pilots, and MMDs) has to get TWIC'ed. Your need for a TWIC is not directly related to entry to secure area, (see #6 below). Read the USCG TWIC bulletin to see what the USCG says as recently as January 30, 2008....

....The deadline to get your TWIC is September 25, 2008. This deadline is not just a policy, it is in 46CFR10.113, shown above. By September 25, 2008 all mariners holding an active License....Failure to obtain or hold a valid TWIC may serve as a basis for suspension or revocation of a mariner's license... Now, what part of suspension or revocation are you willing to risk? Please note that the law says holding an active license, not "receiving or renewing". Here is my interpretation: if there is a valid, unexpired USCG License with your name on it, you must get a TWIC by the deadline, or face the consequences.

Yes igoe all to do with the FRAC card in the US which IGP are on. This will be bigger than TWIC and anything IGP have done before but yet nobody in the UK cares about it or the effect it will have in two years time with IGP's balance sheets......I think IGP have to win the Euro millions before we start to see an upward trend in this share price again!!!

New Passport Card introduces new technology, new set of issues

Another type of travel document has joined the fray: the Passport Card. The ID card is being touted as an alternative to the traditional passport book, but is an additional technology that customs and border officials will have to be prepared to read.

The technology used in the card could become widespread as states bordering Canada and Mexico are considering issuing an enhanced driver license that contains the Passport Card technology. Washington State is already taking applications for the new ID document. But some say the technology used in the card is insecure and could lead to the tracking of citizens.

The Passport Card uses radio frequency identification technology. While RFID comes in many different flavors – some can be read from a great distance while others can only be read from less than an inch – the type chosen for this project is in the former category. It can be read from 15 to 20 feet and is designed to expedite travel over land border crossings.

The chip doesn't contain information other than a number that acts as a pointer to a record on a secure database that will contain the cardholder's photo and other biographic information. As a cardholder approaches the border crossing the card is placed on the dashboard and is read as he approaches the checkpoint. When the car pulls up to the border official he will already have reviewed the information and there is little left to do before the passenger can go on his way.

The need for the Passport Card came out of the Western Hemisphere Travel Initiative. WHTI is part of the Intelligence Reform Terrorism Prevention Act of 2004, which requires citizens from the U.S., Canada and Bermuda to have a passport or other designated document that establishes the holders' identity and nationality when entering the U.S. from a land or sea border crossing. The Passport Card is $45, cheaper than the $100 for a Passport book.

The RFID chip used in the Passport Card is similar to the technology being used in the NEXUS, SENTRI and FAST programs run by the U.S. Department of Homeland Security. NEXUS is a program that enables pre-screened travelers from the U.S. and Canada to expedite their travel at airport and land border crossings. SENTRI is a program in place at the U.S./Mexican border enabling quicker crossings at border checkpoints. FAST is a program for truck drivers that have been prescreened to take advantage of fast security lanes when crossing northern or southern border crossings. There are 400,000 participants in these programs.

The U.S. State Department is issuing the Passport Cards. Applications were accepted as of Feb. 1 and the first documents will be sent out in the spring. General Dynamics Corp., Falls Church, Va., received the potential five-year, $99.3 million contract to issue Passport Cards for the State Department.

But states bordering Mexico and Canada may be the bigger market for these cards. As of mid-February, Washington State has booked more than 11,000 appointments for residents who want an enhanced driver license. Vermont and Maine are also reportedly considering enhanced driver license programs.

Washington began accepting applications for its program in late January, says a Washington Department of Licensing spokesperson. The new ID costs an additional $15 on top of the $25 license renewal fee.

To obtain one of the new licenses, applicants must undergo an interview in which they present a certified birth certificate and other identity documents. Confirming the residents citizenship is the new aspect of the process, says Andy Mallinger, director of product management at Digimarc Corp., the Beaverton, Ore.-based Company that is providing the driver licensing systems to the state. But it's a provision that all states will have to meet if they are going to comply with Real ID.

After the resident is approved he receives the new ID card in about a week, the spokesperson says. The enhanced documents are produced at Digimarc's central processing facility.

While the Passport Card is similar to the NEXUS, SENTRI and Fast programs, customer and border officials will also have to be prepared to read other identification documents as well. Electronic passport, traditional passports and Permanent Resident Cards, or Green Cards, all use different technologies.

While traditional passports will eventually be replaced by ePassports there is some question as to why Homeland Security decided not to use the contactless technology used in the new passports, says Randy Vanderhoof, executive director at the Smart Card Alliance.

"It's forcing the creation of duplicate infrastructures at the border to read these new documents while there are already 15 million people who have ePassports," he says.

"The insanity of this is considering what will happen at the border," Vanderhoof says. "Some people will have ePassports, some will have traditional passport, some will have enhanced driver licenses and some will have the new Passport Cards. You're going to have to separate people as they queue up in line."

Vanderhoof says the industry questioned the use of long-range RFID for this program.

"The information on that tag is free-read. It is not encrypted," he says.

And while the only information available from the chip is just a serial number, it could still be used to track that individual without his knowledge, Vanderhoof says. For example, sensors could be set up in a business district to track where individuals are at different times of the day.

Washington State is combating this potential problem by giving cardholders sleeves that prevent the card from being read, says Roland Fournier, senior product line manager at Digimarc.

Hopefully the company come out with a end of year trading report next week indicating some idea of sales for the year. If they are better than last year then it would be wise to say something sooner rather than later othewise the confidence in the share price will be nothing.
