we think about the dilution but forget about the cash coming and also the mkt cap is still low with the conversions..that is if converted, which i expect will happen.

True but it would improve their net cash position by getting on for 2mm and still leave them with a mkt cap of only 12mm of which 15-20% would be cash.

Price for up to 1,017,100 new ordinary shares at any time up to 29 May 2008 (the
"Credo Warrant"). The Credo Warrant is conditional on shareholders' approval at
the EGM.

nice find..overlooked that one as the other loan stock timescale has been extended...

I expect all warrants/loan stock to be converted anyway.

Credo who raised money for IGP in 2003 were granted a warrant to just over 1m shares excersisable up to May 08 ay 7.8 p. anyone know wether they took up the stock yet?

DHS budget includes funds for biometric and ID projects

President Bush is asking for $390.3 million to fund the US VISIT program for the 2009 fiscal year. Other biometric and identification programs, including Real ID and the Western Hemisphere Travel Initiative, were also highlighted in the U.S. Department of Homeland Security's budget-in-brief.

Tracking spending on biometric and security initiatives for the next fiscal year is difficult, but overall information technology spending will rise. "While President Bush's final budget proposal is focused on holding growth on 'non-security' discretionary spending to 0.3%, the IT-related portion of the budget appears relatively healthy," says Jeremy Grant, senior vice president and identity solutions analyst at the Stanford Group Company. "Total federal I.T. spending would rise 3.8% to $70.9 billion, driven by 5.2% growth in civilian I.T. and 2.3% growth in Defense I.T. – above our expectations."

US VISIT, which is upgrading to 10-prints in 2008, matched more than 160,000 travelers against its watch list in the 2007 fiscal year. Latent print identification identified 129 previously unidentified individuals. The US VISIT fingerprint watch list is 3.2 million sets of prints. The program also began remote biometric identity verification. Working with the U.S. Coast Guard, US VISIT extended biometric verification to remote locations where no information technology infrastructure existed.

A priority for the 2009 fiscal year, which begins Sept. 30, 2008, is creation of a comprehensive exit portion of US VISIT. The agency is asking that $42.6 million of the $390.3 million be used to help create this portion of the system. All citizens are fingerprinted as they come into the country, but attempting to confirm their exit with biometrics has been more difficult. Some travelers have used their biometric when leaving the country while others haven't. The agency will also look at a biometric exit solution at land borders.

Integrating the US VISIT fingerprint database with the FBI's IAFIS is another priority for the agency in the coming fiscal year. The agency is requesting $4.2 million to aid in this incorporating the two systems.

DHS is asking for $106.9 million to support implementation of technology to support the Western Hemisphere Travel Initiative at land border crossings. The funds will go to complete infrastructure improvements at the top 39 land ports Of entry covering 95% of the land border arrivals.

In FY 2008, DHS received $225 million to develop the primary vehicle application, install hardware and make the necessary lane modifications to implement WHTI at 13 high volume ports. The FY 2009 increment would pay for the completion of infrastructure improvements at the non-Radio Frequency Identification point of entry and pays for program management and support of the previously installed POEs.
As a part of WHTI, some border states are implementing enhanced driver licenses so residents can use one ID for both purposes. The new licenses are equipped with RFID chips so they can be used for identification at land border crossings.

DHS signed agreements with the states of Washington, Vermont, New York, and Arizona to enhance the security of their state driver licenses and potentially satisfy Real ID requirements or serve as alternatives for entry at land and sea borders.

In order to comply with Real ID states will have to verify a resident's citizenship. DHS' Bureau of U.S. Citizenship and Immigration Services is asking for $50 million to develop an information sharing and verification hub that can enable states to verify source documents with other states and federal agencies.

States can also request grants to meet Real ID requirements. DHS is asking for $2.2 billion for the Homeland Security Grant Programs, Infrastructure Protection Grant Programs, Emergency Management Performance Grants Program and Assistance to Firefighters Grants.

The Transportation Worker Identification Credential is slated for $26.6 million in funding for the next fiscal year. Since October 7,000 port workers have enrolled in the TWIC biometric credential program. More than 750,000 longshoremen, truck drivers, port employees and others requiring unescorted access to secure areas of ports ultimately will be required to obtain a TWIC.

Thanks for the posts guys. Saw this in today's papers - IGP have another 700,000 ID cards to do for the NHS....even more if they keep losing them!!!



THOUSANDS of NHS smartcards giving computer access to patient records have been lost or stolen, figures showed today.

A total of 4,147 smartcards have been reported lost or stolen - 1,240 since January 2007.

The data was released by Connecting for Health which is overseeing the Government's NHS IT upgrade after a request from Pulse magazine.

The magazine has been pursuing the figures under the Freedom of Information Act from individual NHS trusts.

NHS staff use the cards to access confidential patient records by keying in their own six digit pin code.

Smartcards have now been issued to 429,691 NHS staff as of January 1 2008, with the number of users eventually expected to top 1.2 million.

A spokesman for Connecting for Health said it is confident there have been no security breaches.

He said: "A lost/stolen card is required to be reported immediately and its loss/theft recorded and cancelled so it cannot be used and a record kept.

"And, of course, it cannot be used in the first place, even if found or stolen, without the unique pin number - known only to the authorised holder."

President Bush's proposed fiscal 2009 budget for the Homeland Security Department keeps the heat on major priorities such as border control and stricter identification with a 6.8 percent overall increase, to $50.5 billion.

Major technology initiatives, including the SBInet border surveillance system, Real ID driver's license standards and the Western Hemisphere Travel Initiative border crossing identification program, show stable and increasing budgets. Those programs represent large opportunities for federal contractors.

At the same time, President Bush proposed increases in manpower, including border patrol agents and immigration enforcement. The Coast Guard's Deepwater asset modernization program is budgeted for $990.4 million for surface, air and other assets.

While some observers say the lame-duck president is unlikely to convince the Democratic majority in Congress to back his budget before the presidential election, Secretary Michael Chertoff said the final year of the Bush administration nonetheless could be noteworthy.

Referring to the Super Bowl upset by the New York Giants on Sunday night, Chertoff said at a press event today: "Sometimes the most interesting stuff happens in the final quarter."

Highlights of the information technology-related funding outlined in the DHS budget request include:

* $775 million for the Secure Border Initiative Network border surveillance system, composed of cameras, sensors and communications equipment, along the Southwest U.S. border with Mexico. The project will include development of a Common Operating Picture.
* $390 million for the U.S. Visitor and Immigrant Status Indicator Technology program that fingerprints foreign visitors to continue the transformation to 10 fingerprints from two.
* $293.5 million for the National Cyber Security Division to deploy protections on federal networks against cyber threats and intrusions.
* $140 million for the Western Hemisphere Travel Initiative to implement the rollout to land and sea ports of entry in June 2009. The program consists of implementing stricter rules for identification at the border, and deployment of new "passport card" and "enhanced driver's license" identification cards along with readers to read them.
* $100 million for E-Verify, which is a program operated by U.S. Citizenship and Immigration Services. The program allows registered employers to check on the Social Security numbers of prospective employees.
* $57 million for Automation Modernization of IT Systems for the Immigration and Customs Enforcement agency, including acquiring interoperable communications equipment and a biometric location tracking module, and development of an enhanced investigative case management system.
* $50 million to support implementation of the Real ID Act of 2005 standards for state driver's licenses.
* $25.5 million for the Coast Guard's Nationwide Automated Identification System for tracking vessels.

YES i agree jailbird, at the moment - igp have just about become a one-trick pony, it needs be more involved outside the usa, apart from uk health cards, and some other small bits and bobs, its not really been able to put itself on the worldwide market place, which is disappointing at the moment.

Surely if its got the best product on the market, it could be involved in other projects like, german health cards, yemen id cards, saudi border cards, these are secure projects.plus these governments aren,t short of cash either.

to reach fruition, i would like IGP involved and hear more on non-US based contracts...in middle east/asia and europe.

Regarding what MyID is used for, it is high-end Card Management Software and Identity Management Software, very scaleable and with the widest interoperability in its sector. It manages issuance, personalisation, logical and physical access etc. . It can be used for pretty much any issuance of secure credentials (including smart cards). However, it is high-end and therefore suited primarily for more complex ID schemes (like TWIC). There are many other CMS out there (ranging from key management solutions to USB dongles etc.) which are cheaper but clearly have more limited applicability. An example is the microsoft Cardspace software which is for SME smart card deployments and essentially free with vista. - clearly though it's not particularly suitable for anything more complex or where security is essential.

MyID used to be only Microsoft based but the recent integration with Oracle expands their universe (although actividentity is also compatible), particularly as MyID powers 4 out of 7 FIPS-201 approved CMS products. Don't underestimate the importance of this in the US over the longer term.

As igoe says, the applicability of MyID to a national ID card or healthcare card depends on the functionality/cost tradeoff the client requires. BellID is a CMS (with no IDMS) which has focussed on the mass issuance of EMV or ID cards but its use for high-end issuance seems to be declining (they originally did the TWIC pilot and the GSA SSP with Gemalto but were discarded from both). How that leaves the Bell/Gemalto relationship I don't now - my understanding is that IGP is a preferred partner now in the US but I suspect Gemalto ex-US still uses BellID.

Currently our lives are moving from having a bunch of passwords to having a bunch of cards/USB keys. Ultimately, my view is that we are moving towards combined ID management for all our needs i.e. one biometric card for digital signatures, logical access, physical access etc. and that's where MyID shines.

Regarding the SP, of course it's disappointing to see it back where we were 2 years ago, particularly when IGP has been growing sales at 20-28% pa for 3 years but that's the current short-term nature of the market. IGP is pretty much recession proof but its projects can take 4 years from inception to rollout and IGP don't get paid until the backend. While the lumpiness is reducing (and their maintenance revenues increasing), they're still dependent on contract timing and that's out of their control - I wouldn't be surprised if they're lossmaking in H2.

However, 2008 is shaping up to be very interesting and I expect people to sit up and take notice certainly by the end of the year.

I think alot depends on how secure they want the cards, and how much they are willing to spend.
If they want to involve myid it will cost them more.

PS i see the share price is continuing to be walked down.

can it be combined with the ones above..
