Danger - "Talk on the ground is that Toliara will be the next big one".
Base will transform into a different Co. if the fiscal terms are agreed say by end of April. It is encouraging to hear that other projects do seem to be given the go ahead after such a long moratorium of inaction. The DFS2 just shows what a fantastic project this is. But we've got news to come on North Dune ( DFS study expected June quarter I believe) and other Tanzanian drill results I believe. And of course ex dividend on 11th March. I do rate these guys and in this climate where ilmenite etc is in high demand I feel 2022 could be the year BASE Resources moves into overdrive. We can but hope.

Its AUD36c close in Aus ( is 19.4p in Sterling so a decent discount developing on AIM. These usually get arbed away in time, after all the dividend per share is the same regardless of the currency that it's paid in.

Hmmmm. The expected time from Toliara authorisation to producing revenues is 27 months, and still no agreement.

Looking forward to the negotiations in Madagascar producing a good resolution
Be a shame if we can’t get a decent deal for Madagascar and Base
Base will prove to be a gem for the Madagascar economy while enhancing the lives of the local residents once this fiscal problem is settled
Be a terrible mistake if the ministry make the fiscal deal untenable

In terms of the quarterly report, sales revenue per tonne declined but this was due to the product mix, with the less valuable per tonne Ilmenite making up a large proportion of the sales due to the catch-up. This was slightly below my estimates, partly due to the high volume of Ilmenite but also of the delayed Rutile shipment, so this effect will reverse in Q3. The operating costs per tonne were reduced due to the increased production volume, although the higher production increased the overall cash operating costs to $18.1m for the quarter.

Overall this means that the quarter should have generated around $23m net profit from Kwale and around $37m of Free Cash Flow before movements in working capital or external payments. Net cash only increased slightly during the quarter, however, due to the timing of tax payments to the Kenyan government and working capital build due to the increased shipments during the quarter. Given the large cash balance, they are likely to fairly relaxed about any working capital flows but is worth keeping an eye on.

Looking forward, the supply dynamics continue to be supportive of HMS pricing, with
Rutile the standout, where they say "Rutile prices increased through the quarter and substantial price increases have been secured for the March quarter."

This bodes well for the rest of the year. With this pricing strength, my latest free cashflow estimate is $125m for 2022 from Kwale before any tax payments, central costs or inventory build. This should support either decent dividends or the start of Toliara development if/when that gets approved.
