This does not prevent technicians from talking about this major mining project that could have a significant economic role not only for the Atsimo Andrefana region but also for the entire country.This is the case, in particular, of Herivelo Rakotondrainibe, an expert in hydrology. Author of various detailed hydrogeological studies in several regions of the country, the one who is also among the designers of the hydrogeological map of Madagascar gives his opinion on the hydrogeological aspect of the Base Toliara project.Without negative impactIn a report he carried out following the hydrogeological study on the exploitation of the limestone sheet on the Manombo plain, Herivelo Rakotondrainibe demonstrates that the exploitation of the underground water table by drilling provided for by Base Toliara meets the technical, legal and regulatory conditions in force. The perimeter of Base Toliara is, let's say, in the Toliara II district, in the municipalities of Ankilimalinika and Tsiansiha. It is located 5 km northeast of Ranobe and 8 km east of Ankylimalinika, in the Manombo plain, at the foot of the Mahafaly limestone cliff. Thus, "technically, Base Toliara can pump into the eocene tablecloth without any negative impact on the capacity of this tablecloth". Indeed, "this pumping only concerns the eocene limestone sheet and therefore does not influence the Manambo alluvial table, nor the neogen sheet that is west of the project".0,05%Regarding the amount of groundwater that will be exploited by the mining company, the collection does not threaten all reserves. Indeed, Base Toliara will collect only 7.773 million m3 per year. That is 0.05% of the estimated usable volume at 15.495 billion m3 per year. Reserves will not be threatened since needs and other uses including drinking water, agriculture and livestock are estimated at 518 million m3 per year, or 3.36% of the usable volume. In all, only 527 million m3 will be deducted from the 15.495 billion available volume. This still gives 14.951 billion m3 of reserves, or 96% of the available resources. It is also known that to make water resources more profitable, Base Toliara has made a commitment to the establishment of drilling infrastructure around these operating areas to improve access to water for riparian communities.Action strategyIn short, there is no shortage of water resources, but it's all about better exploitation. On this point, Herivelo Rakotondrainibe is convinced that total control of water is one of the best weapons to deal with climate change. To this end, it proposes an action strategy to make possible a supply of sufficient quality and quantity water throughout Madagascar. The strategy will also help prepare the population to deal with flood-related natural disasters. It is a strategy that revolves around five points around the landscape considered as a resource space, each of which provides ecosystem services. The strategy is also based on Information, Education and Mobilization (IEM) for total water control with communities, with the corresponding measures. But it also relies on the total correct and honest application of the legal and regulatory framework for the Water, Sanitation and Hygiene (EAH) sector, compliance with the manual of procedures for this sector and the use of the EAH-Follow-EAH Sector Assessment Database in Madagascar (BDEAH-SESAM) and the Working Group on Integrated Water Resources Management (GIRE).R.Edmond.

I've not given up on it yet. Although it looks currently like a falling knife. Painful.
January for Fiscal Terms, as shown in the latest presentation, doesn't sound that realistic to me. They are silly not to state more realistic timescales in my opinion. Trust and confidence is being eroded along with the share price.

If it is going to slip further into 2023, then we might get another dividend which at these prices should have a mouth watering yield. I wonder when we will hear how much surplus cash is floating around.

But I want to know more about the delays. What are the factors holding it up? They must have more information than they are telling us. Do they really believe it will be January because if they do, there surely can't be much more to do to get us there.
All getting a bit silly in my opinion.

ASX comment - courtesy ausbiz- Lithium names were left licking their wounds, dominating the list of laggards as concerns about Chinese demand grew as fast as their COVID cases. Allkem shed 8.3%, outpacing losses of between 4.8% and 6.6% for Pilbara Minerals, Liontown, Lake Resources and Core Lithium.

We are not able to predict “if or when “ the negotiations reach agreement as the talks could reach a verbal agreement but then all the legality bits need to be put into place on paper
However as soon as we reach this point then a contract would be signed that sets out the terms and conditions agreed and that will be signed
All stakeholders would then be informed as soon as this pen hits the paper
My expectations for today is we drop .25p on the bid
Difficult to say but I’m going to stick this one out with the knowledge that until we get news the share price will move further south until we get the Memorandum of understanding draft agreement

Discussions with the Government of Madagascar on the fiscal terms applicable to the project are now at an advanced stage, with a clear pathway for agreement to be reached, and the suspension of on-ground-activities lifted. Once fiscal terms are agreed and the suspension is lifted, there will be approximately 11 months' work to complete prior to FID, including finalising financing, completing the land acquisition process and concluding major construction contracts. From latest presentaion. Expected Jan 2023 now.

While we have not been able to have meaningful engagement with our stakeholders in Madagascar as a result of our suspension, we continue to receive positive support from the Toliara communities calling for the resumption of our activities.
This refers to communication with us the shareholders referred to as stakeholders by the Australian stock exchange

Morning mjneish what page are you referring to that states that negotiations have hardly got going
there have been ongoing negotiations since the suspension in November 2019
I do agree with comments posted here from time to time that these negotiations are taking a long time to agree fiscal terms that BOTH participants can move forward with
Legally I believe that we own the licence to mine in toliara area Madagascar and this could have the effect of restrictions on the ministry of mining to reallocate to another company
However this could mean that negative negotiations continue for the life of the license and the extended period for extending the license with the outcome that after the 20 year period then the licence will become null and void

Being trying to open the report since 04.30 without success so I am thinking we can’t view it till 0700 slight drop in OZ of 6% at the moment but am expecting the share price to close level from the days beforehand

I have now been able to read the report and find it very informative I particularly licked this little bit on page 56
