Hi igoe, travelling off the beaten track in Indonesia at the moment, not really following the market closely. Got my 4 stocks and happy with them. Focus works for Buffett, and worked for Fisher, so it's good enough for me. With only 4 stocks, I tend to be very choosy...

Best of luck with GFM though. Back in a couple of weeks! :0)

As said earlier, this is a tough one to trade when the MMs don't want to hold any position. A bit of interest and it's up 7%. Unless you're happy to hold this for 12 months, I really wouldn't bother.

WITH the national id card being confidential, i don,t expect any annoucements about contract wins relating to the id card, i just expect a revenue annoucement, from the government early 2008.

Liquidity will come once the market realises some of the potential here and the MMs become comfortable enough to hold a long/short position.

Totally agree.

My broker called yesterday and told me a MM had come back to see if his client was still interested to buy stock at 49p.

I told him to knock on my door when he thought he could get stock at 45p.

Interesting to see the price offered is 46p. just above my interest.

If they come back I will move to 43p.

It's not my job to make a market in shares.

I pay no attention to the daily prices. The only time I want to deal in size is when there is liquidity and that means good two-way business.

IGP has always behaved like this. MMs don't want to hold stock. Any trade and they'll raise/lower the price until they balance their books. Just means that if you want to buy, it's worth waiting for the down days.

And here's the official confirmation of the above:

"The General Service Administration officially announced today that it will not exercise the remaining options under a contested contract providing Homeland Security Presidential Directive-12 services to its shared-services provider customers.

Instead, the agency wants to recompete the deal, which now expires Jan. 7, because of changes in the HSPD-12 products and services marketplace.

GSA officials stressed that its decision regarding the contract with BearingPoint Inc. of McLean, Va., was not related to the company's performance, as the agency's Managed Services Office was able to issue new identification cards by Oct. 27, as mandated by the Office of Management and Budget.

"GSA believes that this competition will serve to reduce prices, minimize risk and improve service to its customer agencies," GSA said in a statement. "This voluntary action demonstrates GSA's commitment to use maximum competition and multiple sources in its procurement activities to provide excellent service to its customer agencies."

BearingPoint's solution will remain under consideration as GSA considers its next steps, the agency said.

"We welcome the competition," Steve Lunceford, BearingPoint spokesman, said Thursday. "We think we've got one of the most robust and strongest" HSPD-12 platforms and "we're more than ready" to compete.

GSA awarded the five-year, $104 million contract in August. The deal contained multiple options and milestones that gave GSA the opportunity to either continue with the agreement or change course.

Under the agreement, BearingPoint helped the agency set up card enrollment and issuance stations in Washington, St. Louis, Seattle and New York City prior to the Oct. 27 deadline. Officials said the stations are operational.

BearingPoint will continue manning the stations through Jan. 7.

The contract came under protest soon after it was awarded because of concerns of how GSA managed the procurement process.

A Government Accountability Office official said it was too early to determine whether GSA's decision not to continue the BearingPoint contract will impact its investigation into the procurement."

Well, MyID is the basis for two out of three of the FIPS approved Card Management Systems. Actividentity is the other and they have a long legacy with the US government so are probably in a better position although they are going through turbulent times at the moment ($22mm loss in the first 9 months of this year). MyID is also the CMS for Amag who provide a lot of the physical access systems for the US government and the RSA Card Manager with RSA making a big push in this area.

Interestingly Bell ID's ANDiS does not appear on the approved FIPS list although it's the CMS for the Gemalto safesite government product which was being used in the disputed GSA contract.

"I expect a number of those 40 will end up implementing their own solutions which fit better with their existing systems."

Any idea what that may mean for IGP?

Looks like the GSA contract which 40 federal agencies signed up for on a pilot basis (with Bearing Point, Gemalto and Bell ID's ANDiS card management system) is back up for grabs now the 27th Oct deadline has passed. As said earlier, it's going to take 6-9 months for HSPD-12 systems decisions to finally be chosen for all the agencies. I expect a number of those 40 will end up implementing their own solutions which fit better with their existing systems. Plenty more for IGP to play for here IMHO.

"The General Services Administration is expected to cancel a contested contract with BearingPoint Inc. of McLean, Va., to provide Homeland Security Presidential Directive-12 services, industry and government sources said.

In its place, GSA likely will recompete the contract through its schedules program, which already includes more than 15 HSPD-12 approved integrators, sources said, speaking on the condition of anonymity.

GSA tapped BearingPoint in mid-August to help set up its Managed Services Office, which is overseeing HSPD-12 implementation for the agency and about 40 others. The MSO with Bearingpoint's help set up card enrollment and issuance stations at four locations throughout the country. Under HSPD-12, agencies were to begin issuing new identification cards by Oct. 27.

GSA officials were not immediately available for comment.

Shortly after it issued the BearingPoint award, three companies protested the deal, claiming that GSA favored BearingPoint's offer from the outset. Other bids could have provided the solution at a lower price, according to industry officials, who alleged that GSA essentially performed a sole-source procurement.

Sources said the contract was not cancelled because of the protests themselves, but because GSA officials wanted more competition now that the Oct. 27 deadline has passed. Sources also said GSA was not canceling the contract because of BearingPoint's performance. "
