Households mixing in each other's houses and not social distancing is the cause of the flare up.If a trade off is needed it will be the banning of households mixing in private dwellings. The current situation in Manchester and West Yorkshire indicates bars, pubs and restaurants can remain open but households must not mix in different houses.
