Of course the Chinese won't be too happy if the funds are used to build capacity in competitor countries - I would think there is very careful negotiation going on right now to limit that possibility - if I were on the Chinese side it would be close to the top of the list of concerns. Each passing day my expectations are rising and my disappointment when one fails to materialise is more acute. it is therefore impossible for one to come when I least expect it.
