Uinta Basin Railway

Issuance of Final Environmental Impact Statement - 6th August 2021





WHAT HAPPENS NEXT

The Final EIS sets forth OEA’s conclusions regarding the potential environmental impacts of the proposed Uinta Basin Railway and OEA’s final recommendations to the Board, including recommended environmental mitigation measures. The Board will then issue a final decision that will take into consideration the transportation merits of the proposed project and the entire environmental record,including the Draft EIS, Final EIS, and all public and agency comments received. In this final decision,the Board will decide whether to approve the proposed rail line, deny it, or approve it with mitigatingconditions, including environmental conditions.

OEA appreciates the efforts and interest of all who have participated in this environmental review and worked to make the Final EIS as informative a document as possible.

I see you asked the same question on the Jackanory thread over 2 hours ago! You'll have a while to wait to get any factual answers from there. I know the answer by the way but it'll be entertaining to see the fictional answer first. By the way you do take your time decided whether to invest, I've never known anyone do months of research on these types of projects. Hope you decide soon.

A placing with current shareholders is called a rights issue. The logistical problems are significant given the nominee accounts, and it would not be helped by the concentration and number of PIs.

It could be done but it would take time - and they may not have it.

There was no specific question asked about any outstanding monies due to Greenfield from PQE relating to oil & sand sales from POSP, however, I think it was JP (or it could have been LC) that made a comment about only a small amount of approximately $18k being outstanding.

Not necessarily so, rmart. They could always offer a placing to current shareholders.

Plus, we do not know as and a when a possible placing might be made, there is no time-scale. You can’t go through life on possibilities. We do not know at what stage Of company development a possible placing may be made. If after year end, when everything is in place, it could well be covered by warrants. It might never be made. So, I do not go along with your possibility. IMO as every step of the time-table presented by Damac, is completed, it could well see a share price rise. All are possibilités. Yours is just one.

VERY WELL SAID. YES IF THE BOARD PUT IN A JOINT £100k THIS COULD TURN HEADS. BUT IT IS THE BOARD's FIRM PRINCIPLE TO DECLINE ANY SUCH PROPOSAL. INSTEAD THEY OFFER THEIR EXPERTISE AND PARTAKE OF LONG DATED OPTIONS.

Reichsmart - in my opinion, and that seems to be the consensus on both sides of the divide, the Board have no option but to get a placing away. Overhead costs in the last 6 months will have been high, particularly the legal line of the P&L, and the incremental professional input to support the fund raising. The overhead is in addition to the plant overruns.

The Board are in a very difficult position (which will be dire if they cannot get the placing away.)

The clock is clearly ticking now and the Board will have to show their hand before the 1 Oct deadline.

I will say this for the last time. In my opinion there are enough chancers around the markets such that they could get a placing away without very heady dilution if the Directors put their hands in their pockets in a material way.

The Board cannot confirm a no placing. The cash reserves are not as sound as some would have you believe. When done it has to be sufficient to span three years and this bold action may bring back confidence in the market. Quite likely there is disagreement on this at board level and if the chairman gets his way, the green light will come on very soon. His personal reputation is on the line here and he cannot afford to be head of a wobbly underfunded business.
The share price is static, left longer the placing price could be rediculous. Assuming he goes ahead, he can soften the market by pointing to the next few months of hectic activity and pump the share value which did not occur last time. Groat is a smart operator and quite likely the market will fall in behind him but it must be very soon.
As long as the land transaction is not messed up, with a lot of free cash, TOM will appear to be a credible operation.

with the talk of a small placing (maybe) being required you can bet your bottom dollar the share price will not go up until it is either done or totally dismissed by the BOD.

The city will not allow the share price to rise so that warrants can come into play. Oh no, they will want another cheap deal for the boys with even more warrants.

IMO the BOD here need to nail their hat on and tell us categorically there will be NO PLACING , then the share price will react. Until then we drift.

Just read Damac’S report, worthwhile waiting for! I think it answers all the questions
that we need to know, at this stage, that TOM is on the right track. Unearthing Zac is a very good addition. I cannot see that anything has been missed, so, by year end, if everything is in place, it will be all systems go, including share price

Well it looks as if we are getting as close to a consensus as possible that a placing is very likely in the near future. The major assumption is whether TOM can get a placing away.

The RNS on the acquisition of Greenfield is silent on the scenario in which TOM sell Greenfield to a third party. That might need explanation. If they did would 50% of the proceeds go to Valkor, or, is the RNS silent because it would spook the market, or because there is a clause/condition which makes it unsaleable.
