Approval of investment plans within 60 days

In order to create a pro-investment environment in Greece, the government and the Ministry of Development bring three laws, the first of which began to be discussed yesterday in Parliament. As the Deputy Minister of Development and Investment Nikos Papathanasis said during the first discussion of the new law on strategic investments of the country (entitled "Strategic investments and improvement of the investment environment by accelerating processes in private and strategic investments and creating a framework for companies "), By the end of the week, the draft law on the Fair Development Transition will be introduced for discussion, to be followed by the introduction of the Development Law.

All three draft laws follow the first law passed by the government entitled "Invest in Greece" with the aim of stimulating investment in the country and reducing the investment gap. The three new draft laws are aimed at strengthening the positive investment climate that has been established in the country and which has already doubled foreign direct investment. As Mr. Papathanasis mentioned, the FDI in our country in 2019 was at 0.30% of the whole of Europe, a percentage that has now more than doubled.

Also, as he noted, the limits of integration of a strategic investment in the provisions of the law were lowered (from 100 million to 75 million euros) as the season now requires labor-intensive investments and less capital intensive, such as investments in research centers, innovation centers, space and robotics centers.

Regarding the procedures that are shortened in time, the if. Finance Minister said that private investment plans, with the help of the private sector, will be approved in 60 days from 600 days that were until recently. To this end, private auditors will be hired who will approve the investment plans within 30 days. The government, however, and the ministry will retain the right to control the evaluations of the auditors who will come from the ranks of the Certified Auditors who are included in the registers of ELTE (Accounting Standardization and Audits Committee).

"The state trusts ELTE and the private sector," said Mr. Papathanasis, noting that the goal of the government and the Ministry of Development is for the evaluation of investment plans to be done in a month instead of the one and a half years that were needed before. Thus, any private investment plan over 700,000 euros that will reach the new Development Law will be audited by a chartered accountant.

Finally, referring to the temporary operating licenses of foreign companies in our country, Mr. Papathanasis noted that this regulation, which is included in the draft law on strategic investments, gives the opportunity to foreign companies to operate immediately, while in the past it took months many before operating in the Greek market. Under the temporary regime, foreign companies will operate and then receive full operating licenses.

New incentives and time frame for strategic investments

Using a new categorization of investments, new sets of incentives and new assessment procedures, the government is trying not only to attract strategic investments, but mainly to see them realized in a reasonable time and not remain on paper.

The bill to be introduced to a parliamentary committee on Tuesday sets a time limit of 15 years, but for the so-called “emblematic investments of exceptional significance,” there is a completion deadline of December 31, 2025.

A certified inspector or a private entity as well as an export from the Register of Certified Assessors will monitor the implementation of each project.

Biotechnology is one of the categories of the investment categories included.

Things at last looking more promising, both with the new laws and the shareprice, thanks for all that info Waterloo. Planning and grants for example should be much more accessible and quickerThe only caveat in terms of all the new laws is that I haven't seen anything on extended leases. (I may have missed it, there's a lot of stuff going on and I've been tied up with - or by - an eternal continuum of bureaucracy in recent days!).If anyone with a longer attention span than me and has spotted something, that would be good if they can point to it.And with the shares at 1p finally, I suspect a few will be breathing a little easier regards the loan.

I can understand creditors selling as they probably need the cash.
You would have thought that those taking part in recent placings did so on the basis of being sold the story, so you would expect them to hang on as the story unfolds.
