But black empowerment, for all its implied social justice, can be a destructive tool in the hands of a Zuma or Mugabe, and not really what it says on the tin. But they do have to reduce inequality. Hopefully for GLR shareholders he meant 2020, Kabwe access for Start Zinc will be more for the benefit of GLR.
