You underestimate Parris and Co WJ!! I got my H1 Trading update...wait an you see...I will get my 0.5m cards by end H2 07...(maybe not all TWIC but I will take HSPD12 and TWIC)

The stock is available as the placing buyer was loading the market with stock hence why the price is where it is. What has been holding back the TWIC program is red tape and now thats out of the way, there is nothing to stop the cards being issued....Give it a couple of months and the cards will fly out of the printer.....

All we need now is for the UK government to start signing up UK ID contracts and we will be laughing. $ rate is not favourable so more £ contracts needed.

I don't think TWIC issuance will ramp up that much by end March. I'd estimate 200k HSPD-12 cards and 200k TWIC cards in H2 with the main uplift to come in H1 08.

FRAC is the BIG one but unlikely to kick off nationwide yet. Only a few thousand cards done already and with a max 5,000 cards a day, it will still take time to kick in with 40million possible users. The TWIC contract is certainly not reflected in the IGP share price at the moment as IGP have only issued 2m cards thus far in their history so another 1m by Dec 08 is a big jump (there will be more than this too) With HSPD12 as well plus NHS trust contracts, banks etc IGP could almost double there total historical output by the end of 2008 so a 20% growth rate in H1 2007 is nothing compared to what is coming IMO.

If IGP can push out most of TWIC before March 31 or say at least half (0.5m cards) then H2 should increase by say a notational 20% as well then leaving a 40% rise Yr on Yr. If TWIC continues and IGP can carry out say the other 0.5m TWIC cards before Sept 08 then the company will jump at least another 20% in sales volume compared to current figures....

where else can you get this sort of growth in a £13m mkt cap company???

jailbird, yes, through RSA and Lockheed Martin.

There are currently 3 big federal-wide ID card programs.

1. Department of Defense for US armed forces. This one was done 4-5 years ago and used Actividentity, who are currently adapting the cards to make them HSPD-12 compliant.

2. HSPD-12 for all 1.5mm federal employees by Oct 2008. IGP involved with 8 out of 10 announced contracts - they have some big agencies - Social Security, The White House, Department of Education. Actividentity has the GSA SSP contract with EDS which will probably end up providing 60-70% of the cards. IGP should get the majority of the rest.

3. TWIC for (initially) 1 million port workers by Dec 2008. IGP is sole provider for this through RSA. There's a good chance it gets expanded in the future to all transport-related workers in the US.

Still to come at a state level are FRAC (40mm first responders) and Real ID (though this one is more controversial so wouldn't hold your breath).

Whereas Actividentity used to pretty much have a monopoly of the US government business, IGP has made good inroads through using OEM partners which means that MyID is integrated into their offerings. Actividentity tend to partner with systems integrators etc. but have not to my knowledge gone the OEM route. This should help IGP at the state level where states are likely to outsource their state-wide ID card needs to one provider e.g. Pennsylvania and Verisign.

i suppose in a way it's also a play/natural hedge on our exposure to US$ ie US exports improving as $ gets weaker, which means ports have to take on more workers, which means more cards gets issued?

in any case, it's a lot of cards and it ain't being reflected in our share price!

This is very good news. Already they have upped the number from 750,000 to now 1 million. I expect there will be more like 1.5m over the next year as they have vastly underestimated the amount needed and people come and go all the time. If you get say 25,000 people leave their jobs then you need 25,000 to replace them and thats 50,000 ID cards.

IGP need to release an upbeat RNS with this news and kick start the share price again. This is much bigger than HSPD12 for IGP and that made the share price jump from 30-70p.

Hopefully some revenues come in before March 31 and we could be in for a pleasant surprise come full year results time!!!

TWIC programme begins in earnest
15 October 2007

Starting tomorrow, port workers, longshoremen, truckers and others at the Port of Wilmington, Del., will become the first in the USA to enroll in the Department of Homeland Security's Transportation Worker Identification Credential (TWIC) program. The program's goal is to ensure that any individual who has unescorted access to secure areas of port facilities and vessels has received a thorough background check and is not a security threat.

Approximately 5,000 workers are expected to enroll at the Port of Wilmington. Nationwide, more than 1 million workers with unescorted access to secure areas will apply during the rest of 2007 and 2008.

"The start of enrollment is one more step in our effort to prevent persons who are a threat from gaining access to secure areas of port facilities," said Maurine Fanguy, TWIC program director for the Transportation Security Administration (TSA).

The start of enrollment follows a number of recent developments in the program, including the release of specifications for the card reader pilot and the announcement of the next 11 ports where enrollment will begin in November.

"TWIC will be a crucial part of our multi-layered risk based approach to maritime security," said Coast Guard Captain Mark O'Malley. "It will strengthen security and access control at the Port of Wilmington and on thousands of other maritime facilities and vessels."

Workers at the Port of Wilmington were able to pre-enroll for TWIC starting October 9. A link to the pre-enrollment Web site is available at or the Coast Guard's homeport site, .

Pre-enrolling speeds up the process by allowing workers to provide biographic information and schedule a time to complete the application process in person. This eliminates waiting at enrollment centers and reduces the time it takes to enroll each individual.

Igoe..thanks for the bearingpoint link although Im not sure what news a web portal contract has to do with IGP???? are you trying to say that bearingpoint is moving away from ID Smartcards after the GSA fisaco which is good for IGP?

Oct 27th is fast approaching so hopefully some news on this but I guess we will just have to sit and wait. At least I got my H1 trading update so I cant really complain

LATEST ON THE UK ID CARD.

But if IPS is to be able to grow its offerings from simply checking if a passport is genuine into a general ID verification service, then it makes sense to have everybody in the database, whether they like it or not.

If it is the placing buyer then whoever was responsible for placing stock with them should give them a great kick in the pants.

I hope the F.D. is trying to find out through the company broker where the stock is coming from.

At a time when stock markets are hitting trading highs for the year and your company is involved in a string of good announcements the last thing you expect to see is your share price more than 50% below its trading high for the year and being undermined by a string of small sales.

Personally I do not think it is the placing buyer. But I believe the company broker should by now have a couple of major institutions onto the story and to have persuaded them to pick up these bits and pieces as they are being sold.

Yet again the positive statement by the company has been met by a downward pressure on the share price and it seems there is an underlying problem which is stopping this share price from rising and continuing to rise. The only reason I can see is the placing buyer is still drip feeding the market but there will be an end to it all eventually as he only bought just over 2m shares. The company have not made a big deal out the fact that they are involved in the TWIC project and if they clarified the details of this Im sure the share price would start to pick up.

Updated homeland security strategy emphasizes resilience

The Bush administration released this week an updated National Strategy for Homeland Security that emphasizes newer concepts, such as developing resilient infrastructure, while including familiar themes, such as deterring terrorism through more effective information sharing.

The Homeland Security Council advisory group to the president prepared the 62-page document. The group's purpose is to update an earlier administration strategy released in July 2002 to reflect, in part, lessons learned from Hurricane Katrina.

The strategy outlines continued preparedness and prevention efforts, including border security, surveillance, biometrics and information sharing. It also covers identification cards, cargo identification and tracking, passenger screening, and cybersecurity threat detection and neutralization.

Federal contractors have been active in these areas since the Homeland Security Department opened in 2003. The report suggests opportunities will continue to grow and develop in those areas.

For example, the strategy asserts a need for enhanced screening programs involving various identity documents. It lists the Western Hemisphere Travel Initiative and Real ID Act as examples of "efforts to improve the integrity of documents used for entry into the United States." Both of those programs involve millions of new identity documents that agencies must issue to U.S. residents.

In addition, the strategy states that biometrics are an effective tool for establishing someone's identity, which can help protect against terrorism. For example, the federal government should try to take advantage of "science and technology to enable more advanced multimodal biometric recognition capabilities in the future that use fingerprint, face or iris data."

Also, the United States should continue to encourage countries that are not participating in the Visa Waiver Program to develop and deploy biometric passports, the strategy states.

Furthermore, the report states, the U.S. Visitor and Immigrant Status Indicator Technology program should continue efforts to expand biometrics for visitors entering the country from two fingerprints to 10. However, the report does not mention Congress' requirement to implement the US-VISIT program for tracking visitor exits.

In the section on infrastructure protection, the report calls for greater attention to resilience, protection and physical survivability of national assets rather than redundancy. "We must now focus on the resilience of the system as a whole," the report states. Developing resilience in information technology infrastructures and the Internet has been an important theme for the IT Sector Coordinating Committee, which is working with DHS to protect the IT sector.

Rep. Bennie Thompson (D-Miss.), chairman of the Homeland Security Committee, reacted with skepticism to the report, saying it did not appear to have much new information or ideas.

"The real question is, nearly five years after the Department of Homeland Security was created, what's new in this national strategy and how will it better the national effort to secure the homeland," Thompson said in a news release.

"The reality is that this strategy provides little guidance for the deficiencies already taxing our homeland security capacity, while at the same time, it attempts to define successes in border security, information sharing, and biopreparedness, which have not yet been realized," Thompson said.
