Whenever talks are taking place, the sacrificial lamb is always dealt with prior to the damning verdict, to ensure the remaining parties can point to that lamb as the cause of the dispute. Step forward Mr Noor and prostrate yourself ready for the kill.
Personally, i expect an announcement. Mr Noor misled the Government and will personally contribute to the award payment. He is after all worth $bn's.

How timely of Mr Noor being forced to resign, he will be heavily criticized in the Forgery report and will be embarrassing for ROi.

His career is over.
