Buy shares in Royal Bank of Scotland, said Questor in the Sunday Telegraph, even though such an idea is "against the run of play" as most praise has been reserved for fellow state-rescued bank, Lloyds. Now that RBS has reached a settlement with angry investors over former boss Fred Goodwin's disastrous rights issues in 2008, it is just waiting for a fine of up to $15bn over US residential mortgage backed securities. Oh, and an alternative to disposing of its Williams & Glyn network.

But then it should be free of legacy issues, with Chancellor Philip Hammond saying he is happy to sell the state's remaining stake at a loss. RBS has grown its share of the mortgage market and is tipped to return to statutory profits next year for the first time in more than a decade. Although its outlook is tied to the UK economy, it is expected to return to the dividend list next year and risks are "far fewer than investors might credit".

Section 1. –
(1) In this Act "terrorism" means the use or threat of action where-
(a) the action falls within subsection (2),
(b) the use or threat is designed to influence the government or an international governmental organisation or to intimidate the public or a section of the public, and
(c) the use or threat is made for the purpose of advancing a political, religious, racial or ideological cause.
(2) Action falls within this subsection if it-
(a) involves serious violence against a person,
(b) involves serious damage to property,
(c) endangers a person's life, other than that of the person committing the action,
(d) creates a serious risk to the health or safety of the public or a section of the public, or
(e) is designed seriously to interfere with or seriously to disrupt an electronic system.
(3) The use or threat of action falling within subsection (2) which involves the use of firearms or explosives is terrorism whether or not subsection (1)(b) is satisfied.

It is remarkable that nearly a decade later, the economy is thought to require exceptionally low interest rates.

The only justification I can think of is that it enables the Government to borrow money more cheaply.

Surprise for markets as trio of Bank of England gurus call for interest rates to rise

Three Bank of England officials have called for UK interest rates to rise in a surprise move that signals policymakers are becoming more concerned about higher inflation even as the economy slows.

Bank policymakers voted 5-3 on Thursday to keep interest rates on hold at a record low of 0.25pc.

External members Ian McCafferty and Michael Saunders joined MIT professor Kristin Forbes in voting to raise rates by 0.25 percentage points to 0.5pc.

Smurfy you got the number mixed up. If the fine is on the lower end, you may need to buy at 320p .
