I thought I'd get them translated myself and include what's come back here, for completeness. Apart from completeness I also think the fuller translation is more positive than the partial one we had previously. It indicates, imo, that Sberbank have every reason to get production and expansion plans back on track as soon as possible.....= news imminent. Cheers all, OTU "Interrupted financing during the economic crisis is not a substantial reason for amending the license agreements, confirmed the head of Irkutsknedra, Vladimir Nasariev. According to him all companies have been made aware of this. "The mineral wealth exploration law requires that all companies which own such objects must be properly financed", Nasariev pointed out, - "If they can't manage, they should give up their licenses". However, according to Irkutsknedra, within the preliminary plans for 2009, some companies failed to do exploratory drilling on their hydrocarbon fields. As a result, the pace of the works had slowed down dictating the necessity of correction to the deadlines. Requests for the amendments to their licenses have been filed by OAO NK Rosneft, OOO Irkutsk Oil Company (IOK), OOO Irkutburgaz, OOO Baikalgaz and others. In total, 14 requests have been filed at Irkutsknedra by 6 companies during the beginning of 2009, in 6 of which financial problems were noted. Irkutsknedra won't say which particular objects the requests were referring to. However, none of the 6 requests has been satisfied so far. According to Nasariev, it was only possible to postpone the deadlines during this year because of the difficulties with the processing of the paperwork. In such a way IOK postponed exploratory drilling, scheduled for 2009, in West-Arachtinsk and Bolschetirsk fields for a year. Other requests are being currently considered by Rosnedra. According to analysts, there are no examples yet of such changes due to the shortages of cash. Yet considering that companies sharply lost interest in gaining new objects (there have been only 10 auctions for the first three months of 2009), federal authorities started discussing the possibility of amending the law draft which may allow the players to postpone the work en masse, Eremin says. I would see the steps involved to be: 1) Transparency with the BoDs that we are forming an alliance with the objective of more direct contact with the company and a stronger following of UEN support - do they support it Y/N? 2) Amalgamate the "core" shareholders on here into another thread, less playfully titled and more research and analysis based - can we make a thread private on here or one that requires subscription? If not, then perhaps migrate to another portal. 3) Publish to the BoDs our shareholdings and breakdown and agree to update this each month and advise of material changes. Given the strength of this thread and the confidence we draw from the informed analysis and comment provided by many in our midst it would seem our individual holdings become worth more. Why? 10% of UEN holders (and much more than 10% of the free floating shares) are bound together much more strongly than other PIs / shares where there is much less collective action and belief. MM shake downs are therefore less effective Buying support comes in more quickly New investors can see the history of this thread and are attracted to invest Juvenile contributors are quickly ignored There is little room for Pump and Dump This is all very good news for us as individuals. If there are proposals for us to be more firmly glued together and to have more say/credibility with the UEN BOD then I am in favour. In the meantime many, many thanks for those who - translate from Russian - ring the BODs - provide technical analysis commentary - keep us up to date with L2 info - use their industry knowledge to provide us with the broader context - crawl through RNS and other company announcements to keep valuations up to date. My only concern is still a massive share dilution. If UEN raise enough cash via s/holders his would suit Finfund for example because they could poss average down to approx 22p from approx £2 (guestimate) retaining their 10%, and quickly get back into profit. | seabass | |
