In America, the TETHF BID price is 0.03, while the ASK price is 26.8 cents.

You may be right Casual !.But I hope Wells and the restructure artist have learned a few lessons and perhaps these guys have been checked !.
Let us see what happens in the short term, in a few weeks.

We have been here before. The "investors" who came first time didn't save the company and didn't take up their warrants. One of them failed to take up his directorship and never submitted his Personal Information Forms ("PIFs") to the TSX (did he have something to hide?).

My bet: the new guys will disappear in the same way and at some point there will be an RNS that 3rd parties have taken hold of their shares.

The value in it is that the new investors are willing to take up warrants at
2.15 C cents while the share price is languishing at 1 C cent.
In total they have offered to pay 2 cents per share for 127m Tethys shares although this amount is not going to get the drilling started.
I wonder if they have also agreed to help fund a drilling programme ?.

Or is this bottom fishing or " cigar butting ", hoping to cash in ?.

Which have absolutely no value, can't see how that is any kind of deal or enticement for investors to come on board. You might as well give them monopoly money

They can easily issue paper certificates. No exchange needed for that.

Warrants are registered and can be traded on different exchanges when issued. So I can't imagine how they would be able to issue a warrant on a share that was suspended

I do not think so Peter.
Warrants can be issued even if the shares are not trading !.
Maybe someone can confirm if I am correct !.

warrants by 18 Aug in order to control 20% of Tethys.

The difference is that Nostrum focused on raising funds for drilling and refining whereas Tethys focused on legal disputes and failed to raise the required funds for drilling oil and gas wells and instead finally sold the rigs to barely survive.
Hopefully, lessons have been learned !.

A few facts though !.
Ogunsemi is FD of a vary large O&G Company in Nigeria.
Wells, through, Pope holds stakes in Total
Bell was an O&G experienced man who presided during the short term debt borrowing saga.
Sjoberg, the restructure expert, with no O&G experience, but with experience in Eastern Europe.
Ken May with O&G experience.

The problem was that they underestimated the KZ political and business environment incl Olisol.

If you look a Nostrum, Frank Monstrey, founder and Chairman, departed with a "bloody nose and more " seemingly, because he failed to understand the KZ political environment !.

If you underestimate the locals, they will come back and bite you and take more than your pound of flesh !.

1. He has no experience of O&G. He should have kept out of running the company. Becoming a director: sure. Instigating the "clean-up": sure. Running the company: NO.

2. It is also ethically wrong, with him representing the interests of the main creditor AND biggest shareholder.

3. The decline of the company since he took the helm: q.e.d
