It not necessarily blatant fraud or even a mistake. They reached a declarable position on 26-Feb and reduced it on 27-Feb. MTRO was notified of first event on 28-Feb and second event on 02-Mar; I don't know how efficient GS compliance bureaucracy is but both notifications arrived two days after trading. One could say if/since the desk knew they planned to offload they should have avoided reporting in the first place.

Anyway, I think in this case you really need to point the finger back at yourself for following GS into a trade, and assuming they were taking a position!
