Nice find on the Yeman smart card igoe, will that use MyID???? IS Gemalto's card of choice and if the deal is for 10m cards....well within IGP capability in the time required.....

Could be a big deal for IGP if their product is used....

population. In addition the new electronic ID document has been
designed to ensure compatibility with e-government standards developed
by the Gulf Cooperation Council neighbouring countries.

IDD seems to have a bigger following, but can't see the attraction myself. Still heavily loss-making on less than 10% increase in sales. But like IGP, should increase going forward. The share price reaction there just shows what is capable of happening here should any big news come. :0)

237g, Oracle or Microsoft would be the best fit since MyID is compatible with their databases it would support/complement the existing channel partners and provide them with a leading FIPS-201 CMS/IDMS.

Microsoft seem to be going the low-end Vista compatible route for SMEs whereas Oracle hasn't made a move into the larger universe of ID management outside logical access apart from MyID being made compatible. Hence my view that Oracle would be a likely acquiror if they decide to enter this space.

If EMC/RSA bought them, that would cause problems with Verisign and Thales. Still if TWIC expansion goes ahead next year, it could be a compelling aquisition.

Regarding the other news in Costa Rica, it's not really IGP missing out - it's more a case of their partners missing out. Outside the UK, they don't really do any direct marketing but concentrate their resources on supporting their partner network.

WJ, you think Oracle would be the main contender for IGP??? With RSA needing to renew their agreement with IGP in Sept 08 would you not think they might be interested in buying a stake??? if there's 5m more TWIC cards, they would recoup their investment nearly over the lifetime of this project alone and they could also manage the FRAC and other possible projects themselves....

Im only thinking out loud but I guess if IGP was up for grabs there would be a few in for it for sure.

We need some other projects with oracle before they start to really see the potential with a UKID card looming...

Their deal with RSA was $2mm advance license fees over 3 years (expires Sep 2008). This has been offset against the first 1mm TWIC cards so works out as the equivalent of $2 per card. However, given RSA committed 3 years ago when there was a risk they'd get no license fees in the 3 year period, I'd expect them to have got a discounted value of up to 50% per card. So I'd guess any subsequent TWIC cards will carry a license fee of $3-4 (plus 20% annual maintenance).

FRAC is being done on a state-by-state basis although with federal FIPS-201 standards but there is no federal-wide timetable I'm aware of.

The local ID card is the Real ID project. Again this is being negotiated on a state by state basis with homeland security. Budgetary requirements mean it will take some time so I wouldn't hold your breath.

WJ and all,
Does anyone know the pricing structure for the card issuance in excess of the first 1m cards? WJ commented that it worked out as £1 per card I think for the first 1m - but the real potential is surely in the excess over 1m.
Do we know anything more about the frac project and rollouts - and indeed what new contracts this 'new' director appointment has obtained - there was talk sometime ago of rollout of the local identity card in the US - but I haven't heard of any progress on that.
Finally, igoe, thanks for your post re Oberthur - the question has to be, of all of the cards they are talking about, how many of those will involve IGP

Local views on TWIC. The odds on it ultimately being rolled out to all hazardous US areas (airports, railways, power stations, chemical plants etc.) must be pretty high.


High tech Port ID cards come ashore

ALBANY, N.Y. -- Albany Mayor Jerry Jennings sat quietly. They took finger prints, a photograph and all his vital information. But, it is not what you think. All 800 Port of Albany workers will do the same thing to get their new Transportation Worker Identification Card.

"Everyone is looking to see how we improve the safety in our country. We can do it through technology much more effectively than ever before," said Jennings.

Jennings' background is then run through the Department of Homeland Security and the FBI. The Transportation Security Administration will issue the card in a week. But, to get it Jennings will have to be finger printed again. Biometric data makes Jennings' "smart card" one of a kind.

"It's something we are going to require, if you do business at the port," said Jennings.

"It is essential to know who these people are, the longshoreman the truck drivers, staff that are working in the terminal," said Port of Albany Commissioner Robert Cross

Everyone who has unescorted access to the Port will need this ID card and port officials say it's a needed improvement.

"We used to have access cards but there were no background checks so this is long overdue we certainly glad to have it," said Cross.

"We spend a lot of money with security but if someone is walking around down here they better have the right ID," said Jennings.

Not everyone is eligible for card. There's a laundry list of serious crimes that disqualify you. The $70 million program is slowly rolling out to all the ports in the US and its territories.

We've had the hype spike already. Next time people notice will be when the numbers start coming through which should give a sustainable rise, or of course if/when IGP get bought out (my guess is Oracle in the next 1-2 years).

Read the below article and you'll see how the FIPS-201 standards will eventually permeate the whole US market. Note there are only 7 approved Card Management Systems of which Intercede provide four - Intercede, RSA, Thales and Verisign. Of the others, the main competitor is obviously Actividentity. X-TEC and SETEC seem much smaller.

The need to verify identity and access includes many everyday tasks. Passports, driver licenses, building keys and access cards, car keys, Social Security numbers, IT passwords, credit cards, even grocery store discount cards, have an important relationship to identity. The challenge becomes how can we use these credentials while safeguarding identity, easing transactions and maintaining security.

The goal of any identity management program should be to simplify access control, provide strong authentication and identity assurance and streamline physical and logical security while providing straightforward administration and the proper amount (if any) of audit control.

Even further the challenge for individuals, enterprises and government agencies implementing identification management and maximizing its potential lies in the ability to separate identity from transactions. While this may seem to contradict the concept of identity management, it lies at the heart of any successful identity management or access control program.

In particular, through HSPD-12, federal, state and local agencies are implementing identity-based services with a single government-wide credential for physical and digital access control.

Additionally, recent DHS exercises, such as Winter Storm and Summer Breeze, have proven what these programs can accomplish. Using products such as the PIVMAN System, agencies were able to validate credentials and privileges for all FIPS-201-compliant credentials including the First Responder Authentication Card (FRAC), Transportation Worker Identification Credential (TWIC), Mariner Administrative Card (MAC) and other legacy credentials such as the DoD Common Access Card (CAC), which includes the National Guard population and driver licenses. Importantly, these credentials were issued by a wide range of organizations, yet through standards, they were able to interoperate with a high level of trust and identity assurance.

As HSPD-12 and DHS identification programs roll out through government agencies, their contractors and the various program populations, enterprise markets will also adopt identification technologies. Using the standard associated with HSPD-12 found in FIPS 201, organizations can streamline IT security logins as well as their physical property, whether it's a construction site, manufacturing plant or office building. Organizations can also choose to use smart cards or other form factors such as mobile phones with Subscriber Identity Module (SIM) cards.

Making these identity programs a reality requires an identity services infrastructure that enables organizations to create applications that deliver more convenience, security and privacy with less effort and at a lower cost. This infrastructure provides the basis for building all future identity applications, such as network sign-in, secure email, electronic locks for access to secure areas and equipment (file cabinets, shredders, and gun or drug lockers), electronic purses for banking and transit, travel and many of the other transactions that today require a direct link to identity. Again, it likely requires a means of separating identity from transaction to meet the goals of wide acceptance, privacy, speed, security, scalability and minimal marginal cost.

Government credentials are rolling out now. For example, this past year the initial production pilots for TWIC, leveraging FIPS 201, began, underscoring the increasing breadth of the various card programs. As government agencies and enterprises establish their identity services infrastructures, they move closer to the reality of true physical, logical and device convergence.

Now sell @32p....seems the downward trend continues and some may get in below 30p as suggested after all. criminal the way this company is valued especially as it has now made a profit.....

with HSPD12 and TWIC at full speed the company will surprise many with the figures but it seems they have to give blood before the MM's will lift the price........

soon to be a takeover target or MBO at this rate.

Oberthur Card Systems Sees 2008 as The Year of the Smart Card
Oberthur's US CEO Martin Ferenczi Expects Massive Smart Card Adoption Next Year as Banking Industry Recognizes Benefits of the Technology

CHANTILLY, Va.--(BUSINESS WIRE)--Oberthur Card Systems, a world leader in smart cards such as chip-based contact and contactless cards, predicts the smart card will become a mainstay of American wallets in 2008. Smart cards are equipped with embedded integrated circuits that enable the processing of information. Oberthur is the largest producer of contactless cards in the U.S. and currently 17 of its top 20 customers, as well as the federal government, have embraced microprocessor chip cards. This will put pressure on the last adopters of the technology who may risk the loss of market share unless they migrate to smart cards in 2008.

"It's been a long time coming, but we see 2008 as the year that the smart card truly takes off in the Americas," notes Ferenczi. "In fact, according to JupiterResearch, microprocessor chip cards are likely to be in more than 75 million American wallets or cell phones before the end of 2008 and more than 128 million will be in circulation by 2009." (Currently more than 200 million Americans carry Oberthur magstripe cards, which don't have a microprocessing chip, and many will be upgraded to contactless cards as they are renewed.)

The first large-scale adoption of smart cards was for French pay phones in 1983. Then in Europe in the early '90s, MasterCard, Visa, and Europay agreed to develop specifications for the use of smart cards in payment cards. The smart card has long been seen as an ideal solution for securing transactions, identification and personal information. Among the security features, smart cards secure personal data on the card, which is PIN code and/or read-write protected, rather than on a server.

"This summer we still had two key concerns: whether banks with pilot projects would adopt contactless cards and if banks already using contactless cards would re-issue," Ferenczi continues. "Both of these things are happening. Based on projected orders with our clients, we anticipate double-digit growth in the next six to nine months for our payment markets. Additionally, we expect to benefit from the ID market as the HSPD 12 2008 compliance date nears."

"Analysts, manufacturers and the banking market have anticipated this moment for several years now," Ferenczi concludes. "It is gratifying to see the adoption of smart cards with all the advantages they offer finally come to fruition in the Americas."

Ferenczi notes other key factors that are driving this final wave of adoption:

Readers vs. smart cards: As noted in the 1999 bestseller "Crossing the Chasm," use of smart cards would only take off when smart card readers were ubiquitous at retail and fast-food chains. "While initially many large fast-food chains began accepting contactless cards, this year we saw additional acceptance locations outside of the traditional fast-food locations at such retailers as Shop-Rite supermarkets, Tully's and in vending machines," Ferenczi notes: "As these and other well-recognized retailers adopt the technology and install these readers, banks will switch their customers over to contactless cards and, as a result, capture some of the cash market." U.S. consumer purchases annually total $1 trillion on items valued under $15. Currently, consumers only use credit cards to pay for less than 1 percent of that total.

Contactless increases retailer efficiency: In the $120+ billion quick-service restaurant industry, transaction speed is critical. Tests show that contactless cards require half the transaction time than using cash.

Cool factor: Design innovations drive consumer interest. Oberthur's breakthrough contactless key fobs, transparent cards and eye-catching designs are attracting banks as they strive to make their product the consumer's "top-of-wallet" card. "Smart cards are finally looking as smart as their chips make them," Ferenczi said.

Near Field Communication (NFC) technology spurs the convergence of mobile and payment. In 2008, Oberthur Card Systems, a Subscriber Identity Module (SIM) manufacturer, along with wireless carriers and banks will push to develop phones that use NFC. Those three industries will look to finalize a standard that will allow wireless subscribers to use their GSM phones for payment. "Oberthur's involvement in numerous NFC pilots internationally and its SIM expertise will help guide the development and eventual sale of NFC devices," stated Ferenczi.

ID & Security/Homeland Security Presidential Directive: HSPD-12 will come into full effect in 2008 requiring all federal government employees to have microprocessor chip cards for access to facilities and computer systems. HSPD-12 credentials still few and far between

Less than 1 percent of more than 4.3 million federal employees and less than 1 percent of the 1 million contractors who need secure identification cards mandated under Homeland Security Presidential Directive 12 have them.

The Office of Management and Budget issued the latest agency figures earlier this week, detailing the government's progress toward meeting the Oct. 27 deadline.

The figures show a minor increase in the percentage of employees and contractors with HSPD-12 cards, OMB said.

Karen Evans, OMB's administrator for e-government and information technology, said that although agencies have made some progress, there are areas that need further improvement. She expects the number of cards agencies issue to employees and contractors to significantly increase starting this month.

Agencies reported that 36,757 employees and 9,895 contractors have cards that comply with HSPD-12.

Departments report increasing the number of completed employee background checks. About 56 percent, or 2.4 million, of employees and 43 percent, or 476,320, of contractors have completed National Agency Checks with Inquiries (NACI).

The Treasury Department and the Army Corps of Engineers are the only two agencies that have completed all their NACI checks. Several others, including the departments of Agriculture, Education and Interior, and the Smithsonian Institution have finished background checks for at least 95 percent of their employees.

The Labor Department has made the most progress among the large agencies by issuing 60 percent of its employees' HSPD-12 credentials, while USDA is the only agency of the 67 using the General Services Administration's credentialing services that has issued ID cards to more than 10 percent of its employees, OMB's report states.

GSA also expects a large increase of employees applying for credentials starting this month. Late last month, GSA officials held a customer meeting to ensure agency customers know they have more than 30 enrollment centers open and ready to handle employees and contractors. Evans said 18 of those 30 are in the Washington metro area.
