ERBIL, Kurdistan Region (Kurdistan 24) – It is decided to arrange a meeting tomorrow, Monday, December 2nd, 2024, to carry out the second reading for the Total Budget in Iraqi parliament debate, as the Deputy Speaker of the Iraqi Parliament, Shakhawan Abdulla, exclusively, stated to Kurdistan 24, on Sunday. He expressed his good feeling about tomorrow's debate regarding the second reading for the complete budget 2025 bill, "to some extent, there has been an agreement". The Deputy Speaker revealed during the interview with Kurdistan 24 "there is an important meeting between the Finance Committee of the Iraqi Parliament and the Iraqi Oil Ministry today, Sunday, four senior officials from the Oil Ministry will attend the meeting." According to the sources, the meeting is to make preparations for the second reading on amending the budget to resuming the oil-exports from Kurdistan Region. Shafaq News/ Iraq’s Parliamentary Finance Committee is set to discuss amendments to the country's public budget law in the coming days, with officials from both the federal government and the Kurdistan Regional Government (KRG). Faisal Al-Naili, a member of the committee, told Shafaq News that the committee would hold a meeting soon to discuss the proposed changes to the budget law. “Following the meeting, several officials from the Ministry of Finance and Ministry of Oil, as well as KRG representatives, will be invited to attend discussions.” Al-Naili explained that after reviewing the amendments and hearing from officials, a date for the second reading of the law will be set. In late November, the committee examined the draft of the first amendment to the federal budget law for 2023-2025 (No. 13 of 2023). Atwan Al-Attwani, head of the committee, stressed the importance of these laws, noting the formation of a committee to assess and monitor revenue distribution to achieve sustainable development. The committee also reviewed provisions of the First Amendment to the law on the export of oil in the Kurdistan Region, stressing the importance of refining the law to meet the required objectives, including the collection of detailed data and figures. Additionally, the committee discussed the proposed amendment to the Federal Revenue Allocation Monitoring Authority Law (No. 55 of 2017). The other two laws that are scheduled for vote are the General Amnesty Law and Land Restitution Law. On Sunday, the Iraqi Parliament Media Office issued a statement saying, “At 1:00 PM this afternoon, the parliamentary session will be convened to vote on several key draft laws.” These draft laws are the following: - Amendment to Personal Status Law No. 188 of 1959. - Land Restitution Law which returns the lands occupied by the overthrown Baath regime to their rightful owners. - The General Amnesty Law No. 27 of 2016. According to the reports, several other draft laws will also be discussed, including the second reading of the Civil Aviation Law of Iraq as well as the second reading of the Industrial Complex draft law.
