Local sales for another 10 months then maybe export will happen. There wasn't enough brown envelopes full today and will never be. Iraq closing the pipeline was to suppose to ruin the Kurdistan economy. But it didn't as oil always finds away to market. So that's why an Independent company has been requested to look at all the individual producers costs of production, transport, etc. If no agreement is reached then Baghdad make the decision. As for BP at Kirkuk there is another pipe that is available as has been mentioned many times. I don't think they'll allow themselves to be divided either and no they're certainly not naive. But we have to accept that in theory the possibility is there. They are businessmen with a responsibility to their own shareholders both institutional and private and they would be under enormous pressure if they were offered the opportunity to restart their exports with favourable terms thus doubling their profits and being able to get back to developing their fields and pay their shareholders increased dividends. Would or could a CEO say no thanks we'll carry on selling into the local market at $35 a barrel because one of our number isn't happy, what would his shareholders say about that, his legal duty is to his own shareholders not the shareholders of other companies. I don't think it'll happen but when the amendment get's approved we'll be entering a phase where the IOCs will be in sight of the finishing line, they'll be negotiating their own interests and their own deals and will just want to get back to doing what they are there to do and start drilling wells again. Then it is perfectly practical/normal to provisionally agree and sign up to new ICG profit sharing contracts without committing to production costs. All it needs is a single legal paragraph ending in HOLD. It sounds to me as if the ICG want this done.
