Was this unexpected?

VOD are a large and important company in the UK, they were never going to just wave this merger through wiith a nod and a wink. However, in the end I suspect the CMA will allow the merger, I can't believe there haven't been some back channel discussions between the parties before VOD embarked on this path.

HMRC - 22 March 2024: The CMA has decided, on the information currently available to it, that it is or may be the case that this merger may be expected to result in a substantial lessening of competition within a market or markets in the United Kingdom. This merger will be referred for a phase 2 investigation unless the parties offer acceptable undertakings to address these competition concerns. The full text of the decision will be published in due course..

As expected here..

Phase 2 investigations last between 24 and 32 weeks and are led by an independent panel of experts.

Well apparently it's the merger with 3 decision tomorrow. I don't see much debate on that here. If it's approved I expect a rise . Perhaps the waiting is why it was so subdued today.
