Being able to have a 'wholly owned' company in China probably would not have been possible until very recently (and to be fair - probably thanks to Trump). This could easily explain why it has taken Neill so long to get VRS the best possible deal. And as others have said, by giving the Chinese a piece of VRS (not the Chinese subsidiary as such) Neill has made it less likely that they will try and steal VRS's IP.
