Re: 'arbitration hub' In this caseI would guess it's for settling disputes between different sides such as a contract implementation disagreement.

If it is a hub, I guess it is for multiple contracts which would certainly be the case with the B&R. And as the B&R involves many nations the U.K. legal system is often used for such dispute resolution.

they might if they need, say, final DIT or (prime) ministerial approval? Pretty clear the gov think this is a big deal, and esp if they're kicking money in they may want final sign off or at least oversight?

Clubby - surely if it was a China contract signing it would have been in the Chinese Embassy? (If not in China or somewhere closer to home) Would sensitive doc's like that have gone to no 10 first, I wouldn't have thought so.
Edit: but actually it could have been used as a signing venue, but surely not without the headmistress present.

You also don’t tweet that your unable to disclose who you have met with as it against the rules if it’s not going to bring about a regulated update.

No idea. Since MW went as well, was it to catch up with his DIT chums to discuss China? All just speculation, we have no idea. The only thing we *can* be sure of is that nobody just drops into No 10 for a coffee and an idle chat... ;-)
