In the RNS UPL stated the offer of 14p was for all the issued and to be issued shares. If SEC were picking up shares at 6p then this is clearly a lie.

RNS 23/10/2023 - "The Board of Upland notes the recent media speculation concerning the possibility of an offer being made for the entire issued and to be issued share capital of Upland. The Board of Upland confirms that it has received an unsolicited, very preliminary approach regarding a possible offer for Upland at an indicative price of 14p from a potential offeror referred to in the approach as SEC Capital ("Potential Offeror")."

It is likely SEC Capital have been working on this for months and have been in correspondence with the Malaysian government. Are people really suggesting they haven't done any due diligence and made an offer of 14p (£167 million) out of the blue without knowing what assets UPL own or doesn't own.

The rights are granted by governments not companies and what governments want to see are oil explorers with sufficient funds to develop fields from prospecting to production. Companies like UPL and all other oil tiddlers are granted licences at the very early stages to prove up resources. But they don't and will never have the hundreds of millions required to bring fields into production. This requires a farm-in with a major oil company or an investor with very deep pockets.

The 14p offer is for the right to develop the assets and pocket the potential net profit. The offer is not simply to purchase UPL which technically has nothing.

So its begs the question how possibly can an acreage of 20% be worth 170m. What does Bollinger see?Is this 20% a free carry?They are saying there is 1bn barrels if oil in this acreage.
