In the UK we do not have plea bargaining. A crazy system. Cut deal or get life without parole or fined 14.5 billion.

In the England those charged who plead guilty, get a one-third discount for a guilty plea. In the US it is all up for negotiation.

DB will not pay a fine anywhere near $14bn.
