Merkel is giving Johnson the rope-a-dope treatment.  Why should she play the heavy?  It will just feed the headlines of the Telegraph, Express and Mail.  She'll reject his ideas politely when he puts them forward or she'll leave Macron to do the heavy lifting.  In the meanwhile, perhaps Parliament can get rid of this clown.
