Unlike the other side in the negotiation they knew what they wanted, and, as was always clear from before the referendum, held all the cards. The U.K. side had fantasies about the strength of their negotiating position, and the govt spent most of the last 2 years squabbling. The choice was always going to come down to jumping off the cliff, which would have been a disaster for the remains of British manufacturing, and worst for the Brexit voters in the north, or a deal that left Britain closely tied to the EU.
