It's not the case. Too much lobbying & corruption in gov. If another company come with £100m cheaper & pay some donation or bribes to torris then contract goes to different parties . I have seen so many . Still in bidding process , could go any direction?

Skinny, you are right, I have just tried again and there was no problem. But when I wrote my post I had tried various dummy purchases, starting at 25000 and reducing in stages down to 5000, and believe me there was absolutely no offer. I am with i.i. by the way.
