"The US and Iraqi Secretaries of State discussed the conflict between Erbil and Baghdad, the State Department told Rudaw. He added that senior US officials are on the line to resume oil exports from the Kurdistan Region.

“Secretary of State [Anthony Blinken] has made it clear that economic stability between Erbil and Baghdad will benefit all Iraqis,” US State Department spokesman Matthew Miller told Rudaw's Washington office chief Diyar Kurda at a news conference on Tuesday It will also be good for the region.”

"We encourage both partners [Erbil and Baghdad] to work together," the State Department spokesman said.

Iraqi Foreign Minister Fuad Hussein met with US Secretary of State Anthony Blinken in Washington at 9:00 am Washington time and 4:00 pm Erbil time.

"The United States is on the line at a high level on this issue," Miller said. "We have asked all parties to reach an agreement to export oil through the pipeline. We believe that exporting oil through the pipeline will be of mutual benefit to all parties," he said.

"ERBIL, Kurdistan Region - US State Department spokesperson on Tuesday said that Washington has urged all parties to reach an agreement for the resumption of Kurdistan Region’s oil exports, adding that the restart of the process will be “mutually beneficial” to all parties.

Oil exports from the Kurdistan Region through the Iraq-Turkey pipeline ceased on March 23, 2023, following a ruling by a Paris-based arbitration court in favor of Baghdad against Ankara. The court determined that Ankara had violated a 1973 agreement by permitting Erbil to commence independent oil exports in 2014.

Despite several meetings between Erbil, Baghdad and Ankara, the oil exports have yet to be resumed.

The resumption of oil exports through the Iraq-Turkey pipeline will resume once outstanding issues between the Iraqi federal government and the Kurdistan Regional Government on the mechanism of the exports are resumed, Ali Abdulsattar, a member of the Iraqi parliament’s oil and gas committee, said on Monday.

The Iraqi oil ministry on Monday blamed the international oil companies (IOCs) working in the Kurdistan Region for not reopening the pipeline, stressing that halting the process was not the decision of Baghdad and that the federal government is “the most affected” by the halt in exports.

The ministry was responding to a statement by an IOC association in the Kurdistan Region, and labeled the statement a “blatant interference” in Iraqi affairs.

The KRG has failed to pay the salaries of its civil servants on time and in full for a decade due to a financial crisis which deteriorated when the flow of oil to the international markets was suspended. The Kurdish government now relies on local income and its controversial share from the federal budget. The KRG paid nine salaries of public employees last year and has paid only one salary this year.

The closure prevents the export of 450,000 barrels of crude oil per day from the Kurdistan Region, costing Baghdad and Erbil billions of dollars in losses.

US Secretary of State Antony Blinken on Tuesday received Iraqi Foreign Minister Fuad Hussein in Washington. The visit comes weeks before Iraqi Prime Minister Mohammed Shia’ al-Sudani’s meeting with the US President Joe Biden at the White House.

Miller also told Rudaw during Tuesday’s press briefing that Blinken and Hussein touched on Erbil-Baghdad issues.

“So they did discuss that [Erbil-Baghdad] issue. The secretary made clear that stability between Baghdad and Erbil would bring economic benefits to all Iraqis. It would be good for the region, and that we encourage the two partners to work together,” said Miller."

Rudaw - ”The Kurdistan Region's oil industry was established through foreign investment without spending a single dinar from the state budget, but the budget law considers it similar to the Iraqi oil industry, which is built on billions of dollars from the country's budget.”

So in Federal Iraq the oil industy was "built on billions of dollars from the country's budget” and the oil companies were then paid $6 a barrel to pump the oil, so no risk taken by the oil company.

In Kurdistan the oil industry was built by the IOCs exploring and developing their fields and spending billions of their own (investors) money without the state contributing a single dinar.

If the IOC finds oil in Kurdistan the state takes the lions share, and if the IOC doesn't find oil then tough, they've lost their money so they take all the risk.

In Kurdistan the contract allows the IOCs to recover the billions they've spent but only if they find oil.

And the Iraqi Ministry of oil thinks that Kurdish IOCs should be paid the same $6 a barrel as those in the south.

They think that after spending billions, taken all the risk and needing to recover their costs, the Kurdish IOCs should be paid the same $6 as the IOCs in the south who've spent nothing and taken no risk.

They're having a laugh. Do they really think their argument would stand up in an arbitral court.

And now we have some idiot in the MoO writing a letter in response to Myles Caggins describing how it's all APIKUR's fault that they won't pump oil for $6 a barrel, won't work for next to nothing, and that they won't reopen the pipeline so that the ICG can make loads of money.

You couldn't make it up.
