Apikur spokesman: The US Congress will submit a letter to the White House on Kurdistan oil

"The US Congress will send an official letter to the White House on the Kurdistan Regional Government (KRG) oil issue in the near future, a spokesman for Apikur told Rudaw. He said Erdogan will visit Baghdad to discuss Kurdistan's oil exports.

The spokesman said the visit of Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani to Washington was necessary before the Iraqi prime minister visited the United States.

On Tuesday, March 26, 2024, Miles Caggins, spokesman for the Kurdistan Oil Industry Association (Apikur), spoke to Rudaw about the issue of oil exports from the Kurdistan Region.

"We think we will hear an official letter from Congress soon. We think the US Congress will send a letter to the White House soon," Caggins told Rudaw.

"We had a series of good meetings with Congress, and Prime Minister Masrour Barzani visited Washington, DC in early March. He met with some of the strongest members of Congress and," Miles said Members of the US House of Representatives met.”

"Such meetings were important at such a high level before Iraqi Prime Minister Mohammed Shia Sudani visited the United States in April, which was a very good visit by Prime Minister [Masrour Barzani] on behalf of the entire Kurdish people," he said.

"We are waiting to receive an invitation to a meeting and a date," Caggins said.

According to Cagins, Baghdad should do some work to re-export oil from the Kurdistan Region ahead of Iraqi Prime Minister Mohammed Shia Sudani's visit to Washington on April 15.

Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani arrived in Washington on Sunday, February 25, 2024, and met with US Secretary of State Hillary Clinton.

On March 25, 2024, the Iraqi Oil Ministry issued an 11-point statement on the issue of oil exports from the Kurdistan Region, contracts and financial entitlements of oil production companies and obstacles to the resumption of oil exports.

The Oil Ministry called Apikur's statement an "unjust interference" in Iraq's internal and external sovereignty that "has nothing to do with the work of the companies, which is another violation of the group and these companies and incompatible with the principles of good faith and foreign investment.

The Kurdistan Regional Government (KRG) has suspended oil exports to the Turkish port of Ceyhan since March 25, 2023. The Kurdistan Oil Industry Association (KIOI) has announced that the Iraq-Turkey oil pipeline has been closed for a year "The Kurdistan Region and the suspension of 450,000 barrels of oil per day to the world market."

"Apikur's spokesman announced to Rudaw Media Network that the US Congress will soon send an official letter to the White House regarding the issue of Kurdistan Region's oil, and added that Erdogan will visit Baghdad to discuss Kurdistan's oil.

APIKUR's spokesman indicated that the visit of the Prime Minister of the Kurdistan Region, Masrour Barzani, to Washington was necessary, before the Iraqi Prime Minister visited America.

In an interview with Rudaw, today, Tuesday (March 26, 2024), the spokesman for the Oil Industry Group in Kurdistan (APIKUR), Miles Caggins, spoke about the issue of resuming the export of Kurdistan Region oil.

Caggins told Rudaw, saying: “We believe that in the next short period we will hear an official message from Congress, and we believe that the US Congress will soon send a message to the White House.”

Regarding the visit of the Prime Minister of the Kurdistan Region, Masrour Barzani, to Washington, Caggins said: “We had a series of good meetings with Congress, and the Prime Minister of the Kurdistan Region, Masrour Barzani, also visited Washington, DC, in early March, and met with a section of influential members of Congress and members of the US House of Representatives.”

Apikur's spokesman went on to say: "These types of meetings at these high levels were important before the visit of Iraqi Prime Minister Muhammad Shia al-Sudani to America in April, and the visit of the Prime Minister (Masrour Barzani) on behalf of all Kurds was very good."

About this, Caggins said: “We expect to receive an invitation to the meeting and set a date for the meeting.”

Caggins expected that Baghdad would take some measures regarding resuming the export of Kurdistan Region oil before the scheduled visit of Iraqi Prime Minister Muhammad Shia al-Sudani to Washington on April 15.

On February 25, 2024, the Prime Minister of the Kurdistan Region, Masrour Barzani, arrived in Washington and met with the US Secretary of State and several American officials.

At dawn yesterday (March 25, 2024), the Iraqi Ministry of Oil issued an 11-point clarification on the issue of resuming the export of Kurdistan Region oil, contracts and financial dues to oil-producing companies, and the obstacles that stand in the way of resuming exports.

The Iraqi Oil Ministry described a statement by APIKUR as “unlawful interference” in the sovereign affairs of Iraq that has nothing to do with the work of companies, and said that this is another violation on the part of this group and the companies organized by it that is not consistent with good faith and foreign investment business.

On (March 25, 2023), the export of Kurdistan Region oil to the Turkish port of Ceyhan stopped, and a year later, APIKUR published a report on that, in which it said that the pipeline transporting oil from Iraq to Turkey had been stopped for a year, and that this affected international oil companies operating in the oil sector in Kurdistan Region."

..."Previously, the federal government in Baghdad sent the KRG's share of the national budget to the region's central bank, where local authorities distributed salaries. However, budget deliveries from Baghdad have become irregular and reduced in amount since 2014 due to disputes over KRG's independent oil sales. In March 2023, Baghdad managed to cease KRG oil exports via Turkey following an arbitration ruling from the International Chamber of Commerce. Prior to that, the FSC had declared the entire KRG oil and gas industry and law illegal. Baghdad authorities argue that their salary measures are intended to benefit the Kurdish people, aiming to separate the livelihood of ordinary Kurds from their political disputes with the KRG. Despite making revenue and financial matters with the KRG a primary source of friction, Baghdad has shown little concern for an estimated $11 billion revenue loss resulting from its prohibition of Kurdistan's oil exports through Turkey...

A win-win settlement to the disputes between Baghdad and Kurdistan is achievable. On March 19, the Iraqi president Latif Rashid, a Kurd, told the FSC chief Judge Jassim al-Omairi that implementing financial matters was up to autonomous regions, not the federal government, signaling his displeasure with the Court’s orientation. This could pave the way for a fairer and enduring agreement if all parties act in good faith.

Washington holds significant leverage in this scenario. Iraq urgently requires US goodwill for both its fragile economy and military support against extremist groups. As Iraqi Prime Minister Mohammed Shia’ al-Sudani is expected to visit Washington in mid-April, US government leaders must ensure he grasps the importance of an economically and politically viable autonomous Kurdistan region, safeguarded from security threats posed by Iran and its allied militias in Iraq.

A mutually satisfying deal would also bring much-needed stability to Iraq and support Prime Minister Sudani's ambitious governance plans to improve the economy and Iraq's engagement with the world."

Rudaw - "The Iraqi oil ministry on Monday blamed the international oil companies (IOCs) working in the Kurdistan Region for not reopening the pipeline, stressing that halting the process was not the decision of Baghdad and that the federal government is “the most affected” by the halt in exports.

These companies [IOCs] want their financial expectations before resuming oil exports. They also want guarantees from the federal government for oil exports not to be halted again, Musawi said.

The Iraqi federal government has previously called for resuming the Kurdish oil exports and met with representatives of the Kurdistan Region IOCs in hopes of compromising on “acceptable legal solutions” but the foreign companies have not been flexible to change their stance, the Iraqi oil ministry statement said.

APIKUR spokesperson Myles Caggins told Rudaw that the inability to reach a satisfactory agreement regarding payment would leave oil firms with no alternative but to file a complaint at an arbitration court in London."



While APIKUR is keeping the pipeline shut the Federal government we are told are losing $1 billion a month and incurring an $800,000 a day fine.

And GKP is making a $6 million a month profit.
