I agree , buts that the issue that the HCL will resolve because Iraq still lays claim to Shaikan claiming the PSC is illegal. In spite of the fact XOM proved otherwise all these years ago.

But what is also correct is that this potential issue will be resolved by Sinopec with support from the Iranians.

No corporate transaction in 20 years has required an HCLThe MNR are almost certainly one way or another major equity holders to bootThey won't want to be sharing these proceeds with Baghdad.
