ERBIL, Kurdistan Region - The Sunnis, Kurds, and Iran-backed Coordination Framework are working towards forming a coalition that will draft a long-anticipated oil and gas law agreed upon by the Iraqi and Kurdish governments, the second deputy speaker of Iraq’s parliament told Rudaw on Monday as the body prepares to convene.

Shakhawan Abdullah told Rudaw's Sangar Abdulrahman that the agreement between the parties of the coalition, reportedly named “Running the State Coalition,” stipulates that an oil and gas law “must” be drafted.

“The constitution rules on the topic of oil [and gas] … the oil and gas law between the federal government and the regional government will be drafted with an agreement," Abdullah said while stressing that the law will be drafted with a “complete agreement so that one political side does not possess greater influence.”

While Zebari may lobby in Washington against the Iraqi Supreme Court’s ruling on oil revenue belonging to Baghdad, the Barzani concern contrary to Zebari’s private conversations with old contacts in Washington appears less motivated by broader Kurdish concerns about federalism and more by Masrour and Waysi’s reliance on oil revenue to fund their security apparatus.

Both Kurdish and security sector associates say Waysi is so cautious about evidence as to his activities that he completely eschews electronic means of communication or social media.

Shafaq News / On Monday, the parliamentary bloc of the Kurdistan Democratic Party (KDP) revealed that the political blocs reached an understanding to hold a parliamentary session next Wednesday.

The KDP bloc's head, Vian Sabri, told Shafaq News Agency, "the current stage is critical, and the Kurdistan Democratic Party is now within the State Administration Coalition.

The Coordination Framework's (CF) parties announced various news about the new coalition.

A source close to the head of the al-Fatah coalition, Hadi al-Ameri, and the spokesman for the Al-Nasr coalition, Akeel al-Rudaini, denied reports that the formation of the State Administration Coalition would be announced.

In turn, a State of Law Coalition member, Wael Al-Rikabi, told Baghdad Today that the State Administration would include KDP, Al-Azm, CF, the Al-Siyada, and other blocs.

Fadi Al-Shummari, a leader in Al-Hikma, also confirmed the news.

Sabri considered this stage requires putting the government program for the candidate for prime minister.

"Today, we have a caretaker government and suspended parliament, and we need a new stage of political understandings." She added.

Today, Parliament Speaker, Muhammad Al-Halboosi, announced the resumption of work, setting next Wednesday for a parliamentary session.

The Shiite Coordination Framework (CF), an umbrella bloc of Iraqi Shiite parties mainly united by their opposition to the Sadrist movement, welcomed the Parliament Speaker's decision.

Despite setting Wednesday for holding a session, Muhammad Al-Halboosi submitted his resignation Today. He called in a vote to approve it and elect a first deputy speaker in the next session.

A CF lawmaker, Mahmoud al-Hayyani, said that al-Halbousi resigned to avoid being a part of a government the Coordination Framework forms and evade Muqtada al-Sadr's dismay.

Well if you think the ICG are chumps you obviously havent heard Ed Miliband promising us Net Zero by 2030. I.e No petrol or diesel driven cars , no gas heating of any kind (including Central Heating Boilers)and every house in the UK fully insulated.

This hasn't been discussed on the board so for anyone who missed it:-

As we know, a couple of weeks ago Total finalised the sale of it's 18% stake in Sarsang to Shamaran because they didn't want to jeopardise the $27 billion worth of deals that they were on the verge of signing with the ICG for work in southern Iraq that they had spent the previous couple of years negotiating.

The ICG hoped that the signing of this contract would reverse the exodus of western oil majors from the country.

3 days ago Total walked away because as part of the deal the chumps in Baghdad had wanted them to partner with the Oil Minister's fledgling new Iraq National Oil Company which the so called Iraq Supreme Court has now declared has no legal foundations.

Iraq Oil Report 4 days ago - "The Federal Supreme Court appeared to end Oil Minister Ihsan Ismaael's fledgling efforts to create an Iraqi National Oil Company, ruling its legal foundations invalid."

So we have a situation where the idiots in Baghdad have been trying to get a western major to sign up to a $27 billion deal partnering with an INOC where a Supreme Court that itself has no legal standing has decreed that the said INOC has no legal foundation.

And these are the same clowns that are lecturing the Kurds on what is legal and what isn't.

"A $27-billion oil deal between France’s TotalEnergies and OPEC producer Iraq has failed to materialise because of the French firm’s refusal of terms for partnership with the Iraqi National Oil Company (INOC), the local press reported on Friday."

“Total refused to complete the contract with Iraq after it rejected terms for partnership with INOC,” Aliqtisad News and other Iraqi publications reported."



No wonder the Kurds just ignore them carry on regardless and do their own thing.
