Remember an empty ship can sit low in the water but fill it with timber and there is only so much you can load before it become unstable, even though it`s not the weight of the timber that`s the problem.

@clocktower, but they didn't do that. They took out an insurance policy, told their mates they were going to shout fire so that their mates could also take out insurance policies then shouted "fire". This is more like criminal conspiracy than whistle blowing.
