It's difficult to put odds on the various outcomes; but it seems to me that downside is limited in the event that PASPA remains: whereas in the case of the other three outcomes, the upside could be considerable. This highly unlikely verdict would create a free for all and obviously would be great for the betting industry and all States. on the balance of probability, the outcome would be 1. PASPA partially repealed 2. PASPA fully repealed 3. PASPA remains. 4. PASPA unlawful. My prediction FWIW, is that the Supreme Court will want to ensure that all States have the same rights immediately, so that means a full repeal rather than a partial repeal. The fact that the US is already preparing for change, hopfully will not go unnoticed. Today is the day when the Supreme Court could effect change.
