They converted the loan to be able to gain access to more funding actually as it says in the RNS.

They'll then tap investors for the money at a big discount whilst also using the grants.

And then because of their great work will give themselves some more options.

There might be a plan but whether it results in any gains for shareholders is unlikely given the history. More dilution as they've just spent a load on the conversion.
