Good. Capital return would be fine. The question is, would they then aim to resolve this to enable a more conventional dividend distribution for y/e 2022, normally due in July? Whether that would be via a change in company structure/domicile, or by other means.

Technicals are very bullish, golden/macd cross on the chart today
Fundamentals are extremely solid and improving
Good news is due on the divi with board/shareholder interests aligned

Just can't see how the divi news can be bad either:
Taxation sorted 5p, excellent
Taxation not resolved 5p capital return, excellent
Even if there is no getting round the tax and no viable solution for a capital return (both unlikely), worst case scenario 3.8p still great

It is just the delay which will spook some, that will give others a buying opportunity

Unfortunately waiting for a govt to clarify something can take time

I already have 10% of my sipp here fwiw

Yes, I have clues - I have news articles from Kazakhstan, and I post links. The one above clearly says 300,000 Russians. Why don't you post a link in support of your claim that the Kazakhstan authorities believe the number is 2 million? Because you made it up to try to trick people into thinking you have some sort of inside track. Just like when you made up a "Putin visiting Kazakhstan" story. Another lie.

Constable Ken constructive as ever , you can only state the evidence and that being Russia has a one way mission to destroy Ukraine at the expense of their own population and hence the exodus of the young population to other country's.

Which leaves Russia older population filling the gaps in employment , in other words Russia has lost the plot.

The Kazakh Government estimates more than 2m Russians have relocated here, and the numbers are increasing with mostly men having arrived so far, and wives, girlfriends and families to follow later

Yes, in number.
But this new wave of emigrants is largely made up of the young males with the highest earning potential in Russia - people fluent in foreign languages and with PhDs, software programmers, and the like. The Kazakh economy is strong enough as is, but this influx will only help.
(It's a complete disaster for Russia, of course. It's estimated that they've lost two thirds of their computer engineers. But that's really the least of Russia's self-inflicted problems now).

2022 has been much better than 2021, and is, in effect already in the bag with the season coming to a close as winter draws in, look at what Vicat and Heidelberg also say in their results. Big boost also from the multi-million influx of Russians to real estate and construction, many good people now moving to Kazakhstan to live and work, and more to come.
