20/3/2017 15:36 | HT - I understand that the worsened state of the market allows for greater flexibility, but if you were COSL would you still sign a definitive contract, potentially mobilise a rig with deferred invoicing to a higher risk territory and go public if the project itself was dependent upon another partner who hadn't yet committed? Surely you'd rather sign an MOU and then take these steps only when number 4 had committed and a JOA was actually agreed. Perhaps partner 4 carries a lot of sway...but I'd still be surprised. As Bobo said himself, these are multi-$billion companies. Which probably means they have well defined stringent processes and eagle-eyed in-house counsel that would need strong assurances. I can't see them simply crossing their fingers and hoping for the best. IMHO no way is this a 'take the chance' project. | sherl0ck | |

'How can consortium partners sign up to individual agreements with Sirius and go public....' with ref to the rns extract below that was written six months before the COSL announcement and the first time Vendor finance is mentioned.....It would seem that the Service Providers (COSL in this case)seem to have pushed themselves onto SRSP and were more than happy to go public with a signing. I've no doubt that all the elements will have to unite under a single JOA as all are dependant on each other for this to succeed. Vendor finance In tough market conditions, major oil service providers are offering turn-key services, equipment and personnel to finance low-risk development projects. The Board has received a proposal from a service provider but is pursuing other vendor finance opportunities to secure the most optimal deal. It is an industry trend being implemented in other parts of West Africa which capitalises on the availability of drilling equipment and personnel which is currently not under contract to an oil company, or under which the contract is about to expire or be terminated. The major cut in spending by multinational oil companies is resulting in service providers offering turn-key services on proven assets to drill a well in order to cover their daily operating costs of drilling rigs, being paid out of oil revenue.
