Deputy Colm Brophy, Minister of State at the Department of Foreign Affairs (Fine Gael) stated the following:

I am happy to confirm the Government's position in response to the motion proposed. The Government has moved a countermotion that affirms its policy position on reducing our reliance on fossil fuels. The programme for Government indicated clearly how we can achieve that, including by committing to ending the issuing of new licences for the exploration and extraction of gas. This mirrors the previous 2019 Government decision relating to oil exploration and extraction. That commitment has been actively in place since 2020, and the Department of the Environment, Climate and Communications is no longer accepting applications for new petroleum authorisations and will hold no future licensing rounds.

The legislation copper-fastening the commitment in the programme for Government is the Climate Action and Low Carbon Development (Amendment) Act. The Department is also working through a revised policy statement on petroleum exploration to reflect the current policy and legislative position, which will be published in the coming months. The revised policy statement will give clarity to stakeholders on the position on authorisations in the future. As referred to earlier, it is important to note that the licence application assessment process is informed only by financial, technical and environmental considerations, not by considerations related to energy security or broader energy policy matters. As previously mentioned, the application for a lease undertaking referred to in the motion will be treated like all other applications for petroleum authorisation in accordance with the relevant legislation, with the full assessment being undertaken in line with the relevant criteria. It is under active consideration by the Department of the Environment, Climate and Communications, and it would be entirely inappropriate to comment further pending the making of a formal decision.

Roads, I would certainly endorse your thoughts and spuds thoughts, that legal redress has to be a serious option for Providence and Lansdowne to consider and the Minister's amendment response today, has probably provided both companies with sufficient grounds to do so immediately, that said, hopefully this increased focus on Barryroe can be utilised effectively to ensure that the legal entitlement of the licensing progresses without the need of the nuclear option and whilst the debate today has amplified the delusional thinking of a significant number of Irish politicians, it was interesting to note that there was no notable responses or contribution from the FF or FG Ministers or TD's, Ryan appears to be becoming more isolated and distanced by the day and not just because of his recent Covid-19 virus diagnosis,..GL S

Agent ryan will draw out and time waste as long as he can , his no show today was true to form and as expected by me and shows his complete contempt for the political process and any debate on the subject. As I have said in the past and I agree with spuddy PVR must proceed with legal action against the govt asap. What I have seen today is that the ecoloon disease is rampant in the political class of Ireland, they actually believe by crippling the Irish people economically they are in some way saving the planet, speaker after speaker talked of the imminent climate disaster and how Ireland has to step up it's efforts to reach net zero, delusional and tragic. On the news clip one of the rural independents said he couldn't believe there hasn't been a revolution, well by todays showing I wouldn't be surprised if people don't start hitting the streets very soon.

One positive outcome to todays debate in the Dail is that is is now clear that Providence should commence legal proceedings shortly. It will also be easier to demonstrate that Providence has been very badly damaged financially by ideological positions held and supported by members of the Dail and that these dogmatic views are inhibiting progression of legal contractual obligations that the state has.

An unfortunate result of today's motion is that, Ryan will be very much reassured that the bulk of the house and the other big parties support his delay in making a decision on the lease undertaking and would not support, whether illegally or not, allowing Barryroe to progress.

Well we can see that the Independents are up against it in the parliament the other parties being fully on board with net zero, it's tragic for Ireland but at the end of the day if the people vote these fools in they have only themselves to blame.

it is clear that the Lunatics are now in control in the Irish Parliament. Providence will have to sue the Irish State under the Energy Charter Treaty. Eamonn Ryan is clearly in breach of the code of conduct with his stonewalling and mistruths. The Irish have benefitted from easy money and a series of very fortunate events in the last 30 years. Ireland is not the center of the World !!. The World is changing. Money and power is shifting east. We have nothing but group think in Ireland. Independent rational thought is not promoted. There EU is very unstable as is the Euro. A major depression is very likely and Ireland is very vulnerable with the huge national debt. Shame on the Politicians of Ireland and shame on the voters for electing such an incompetent bunch of clowns to represent them. Sinn Fein are not responsible for the present mess in Ireland but having seen some of the garbage expressed by their members today in the Dail, I do not think they will improve things at all. The Rural TDs appear to be the only sane individuals left in the Dail.

El Thicko's amendments included the following,
holders of existing authorisations, including Exola DAC, a subsidiary of Providence Resources Plc are not affected by these changes and may apply to progress their authorisations through the licencing stages towards a natural conclusion – which may include expiry, relinquishment or production;

— the Climate Action and Low Carbon Development (Amendment) Act 2021 gives statutory underpinning to this position and a new policy statement for petroleum exploration is currently being prepared to reflect the current policy and legislative position and to provide clarity to stakeholders in relation to future authorisations which may be granted under legislation;

— an application for a Lease Undertaking made by Providence Resources in respect of the Barryroe oil and gas field is under consideration by the Department of the Environment, Climate and Communications;

In the last poll that I remember 80% of the people asked agreed that Ireland should develop its indigenous oil and gas reserves, I would guarantee in the current climate that figure would now be even higher. It is essential that this subject is brought out into the open and discussed with the electorate, it is a matter of critical national security and should not be allowed to be kept in the shadows by a small group of deluded zealots.

A number of amendments have already been proposed to the private motion from the usual suspects. It should make for an interesting debate but I wouldn't be getting my hopes up that it will make any significant difference. For right or for wrong, there just isn't any appetite anymore with Joe Public or most of the politicians to develop oil fields.

El Thicko's standard mantra is, the reason Ireland is suffering energy poverty at the moment is because of Irelands dependency on imported fossil fuels, that is why we need to get away from fossil fuels and why I am doubling down on developing our indigenous renewable energy sources. If he shows up tomorrow this will be the line he will trot out.

srv, the link below will enable you to watch the debate live tomorrow morning, from approx 10am, the last FOI I completed covered the period from Oct 2021 to the end of April 2022 and there was indeed a notable change in the tone of communication between the company and the DECC in March, which I believe may have resulted in JM stating at the end of April, that it was his hope that the lease undertaking would be granted within 90 days, at this stage I don’t have any plans to progress another FOI, as we will hopefully see the political momentum deliver the required outcome and we can then move the focus on to the project partners and funding,..GL S
