The problem with this picture is its improbability. The law is clear enough. Aggression was outlawed by the UN Charter, and criminal responsibility for enforcing it was left to the International Criminal Court (ICC), which eventually came up with a simple definition that came into effect in 2018. It is committed by any political or military leader who breaches the UN Charter by invading another member state with a force of the "character, gravity and scale" that makes the breach "manifest". This definition fits Putin like a glove. The only defence he can offer is self-defence under article 51 of the UN Charter. He may claim entitlement to attack and kill Ukrainians because the country might have joined Nato and Nato might have attacked Russia. While I strongly disagree with most of Gecko's opinion on Russia, I accept nobody is going to change his mind and I therefore won't waste effort on that. However he did ask a question:

Spending 4% of GDP is ridiculous when the UK's health service is already falling a part, infrastructure is collapsing, education system is crumbling, railways that are not fit for purpose and the British people are already paying the highest taxes ever.

Spending 4% of GDP on the military will just drive more of the British population into poverty.

Over the past couple of months the United States Army+Marines have fallen below 500,000, currently standing at 490,000 and are expected to fall by a further 20,000 over the next couple of years. The Ukraine has already lost more troops than the whole of the United States and British army put together.

Just think, 20 years ago the U.S. army stood at going on towards 700,000.
