Montgomery always believed an army should concentrate on one distinct objective and focus on that. Not a wide operation on a broad front. Russia has changed tactics and is more focussed that the chaos when it started out. The truth is that both defenders and attackers improve with practice and experience. It takes time to organise logistics and communication. Russia has not called up his vast manpower reserves as yet, Putin would hope to get a result without resorting to that.
