It is a political appointment, probably by Lord Dominic Cummings, our scruffy unelected dictator,accountable to no one. Boris keeps pumping out his optimistic bile, but over the next 2 years he will have to deliver or he will be dead meat. Civil unrest will be the theme from now on.
