Surgical is the bare minimum and that only protects those around the wearer, and not the wearer themselves from everyone else. N95 bare minimum. Personally, I'd have quarantined the elderly(anyone over 55)/vulnerable with co-morbidities whilst allowing the rest of the economy to go on as normal(but with mask wearing when in public mandatory) Economy chugs on as usual.
