The markets are already fragile and don't need speculators coming in to make matters worse.People have had almost two weeks to liquidate shares to cover margin calls and the BOE have supplied enough liquidity in the markets for everyone, so there is no excuse to stop this practice now.The Chancellor needs to think about the private investor as well.
