This is all about shallow aquifers/wells etc. The news is about one small depot affecting well water via extraction. Even then they have granted the rights. Note what is said at 1min 24secs If all the criterion are met on the checklist. 'They are required by law to issue the permit' I keep saying it, if you have identified a beneficial use, that allows you to apply for rights.
