China South Locomotive & Rolling Stock Corp. is in the early stages of planning a possible 2 billion-pound ($3.14 billion) takeover bid for Invensys Plc (ISYS), the Sunday Times reported, without saying where it got the information.
China South Locomotive, majority-owned by the Chinese government, is also considering making a bid for Italian train maker Ansaldo STS SpA (STS), the newspaper said.

China's manufacturing expanded at the weakest pace in seven months as overseas orders dropped, and South Korea cut its estimate for export growth this year, underscoring risks to Asian economies from Europe's debt crisis.

The Purchasing Managers' Index fell to 50.2 in June from 50.4 in May, the Beijing-based National Bureau of Statistics and China Federation of Logistics and Purchasing said yesterday. South Korea's Ministry of Knowledge Economy lowered its projection for overseas sales to an increase of 3.5 percent from 6.7 percent, citing a slowdown in major economies.

Manufacturing data from China, the world's biggest exporter, signal the government may need to add stimulus to arrest an economic slowdown that probably extended into a sixth quarter. The downturn is rippling through Asian nations, with South Korea's sales to China, its biggest market, stalling in the first 20 days of June.

"It's clear the slowdown of export growth as a result of weakness in Europe and the U.S. continues to weigh on the Chinese economy," said Lu Ting, head of greater China economics at Bank of America Corp. in Hong Kong. The weaker PMI reading "will likely push policy makers to

A CHINESE state-backed train maker is weighing up a takeover bid for Invensys, the under-siege British engineering group.

China South Locomotive, which is majority-owned by the Chinese government, is understood to be in the early stages of plotting a move for the FTSE 250 company as part of plans to expand into Europe.

Interest from China comes as takeover speculation surrounds Invensys, which makes railway signalling equipment and controls for machinery.

Last month, the company was forced to confirm that it had held unsuccessful takeover talks with America's Emerson following a 25% leap in its share price in a single day. City sources say the announcement has failed to deter would-be predators. On Friday, its share price closed at 224p, giving a market value of £1.8 billion.

China South Locomotive claims to be the world's largest train manufacturer. It is understood to be scrutinising several potential European targets. The first is Invensys, which China South knows well as the firms share a joint venture. The Chinese are also evaluating a possible bid for Italian train maker Ansaldo.
