Biden just asked Ukraine to stop bombimg Russian oil refineries due to oil price increasing, to help with US elections this year, so any new oil coming to the market will help either stabilise and maybe reduce oil, so makes perfect sense

IRAQ: Wait until the pipeline agreement has expired and do a deal with TR on your special and advantageous terms (offset fines, sweeteners, etc, etc, etc). SOMO exports to be verifyable and only SOMO-controlled exports to be allowed. Include Force Majeure clause specifically mentioning non-ssovereign actors.
ALT: As allowed by current agreement, start renegotiating new agreement before expiry of old one. Agree offsets etc as previous.
Kurd: Say "No agreement that allows SOMO to utilize and control our export facilities at FK".
Iraq + USA: "That's unreasonable - state marketing authority SOMO are saying that Kurd crude will be part of the blend!"

That letter is simply another letter to add to the wealth of letters and opinion from Barzani APIKUR and Congress and others that have headed Biden's way over recent months which in addition to the events in Gaza and the deaths of American servicemen have focused the minds in the Biden administration and appears to have caused them to change course.
