President Nechirvan Barzani’s statement on the passage of Iraq’s Budget Bill

Erbil, Kurdistan Region, April 1, 2021
On the occasion of the passage of Iraq’s Budget Bill, I congratulate the people of Iraq, the leadership and all blocs in the Council of Representatives. The efforts of Prime Minister Mustafa Kadhimi to ease the differences and reach an agreement deserve appropriation and acknowledgment. In order to resolve the disputes, maintain stability and create a better future, Iraq needs collective efforts and cooperation, and we all need to support such endeavors.
I sincerely thank Mr. Qubad Talabani, the Head of the Kurdistan Regional Government’s (KRG) Negotiating Team, and all the members of the KRG team, who successfully completed the negotiations with utmost patience. I congratulate the Kurdistani blocs who helped the KRG team and supported the efforts to secure Kurdistan Region’s share of the Iraqi budget.
We hope that all sides abide by the budget law. The passage of the budget bill can become a positive beginning and pave the way for the resolution of all the differences between the Kurdistan Region and the Federal Government. The implementation of the budget law can empower the political process and strengthen coexistence and citizen rights for all. It can support all sides to engage in constructive dialogue and to bring about stability, reconstruction and progress.

Iraqi Parliament Finally Passes 2021 Budget Bill

ERBIL - The Iraqi Council of Representatives on Wednesday night passed the federal budget bill for the year 2021, after all the issues on the budget between Erbil and Baghdad and other political parties were resolved.

Kurdistan 24 cited its correspondent in Baghdad as reporting that the long-awaited budget bill for the current year was passed by the parliament after all its articles were approved.

The legislature also voted on 12.67% as Erbil’s share from the federal budget, based on which the Kurdistan Region is expected to receive 9.5 trillion Iraqi dinars ($6.5 billion), in return, Erbil should submit 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export.

Meanwhile, the parliament voted to dissolve itself on 7th October so as to hold early elections in the country on October 10, 2021.

Kurdistan Region Prime Minister soon welcomed the passing of the federal budget bill and pointed out that the move is a milestone moment for the Kurdistan Regional Government (KRG).

"Today, with the support of the majority of Kurdistani political factions, the federal parliament passed the budget law. This is a milestone moment for the KRG, from which we can start to recover from an era of unparalleled economic challenges," Barzani said in a statement published by his office.

"I hope to see every article of the budget law implemented and federal payments finally restored to the KRG. Its full implementation would provide both governments with recourse against the disputes over payments since 2004. And it would also foster a new mechanism between the federal and regional auditing bodies. These steps will underpin the restored cooperation and trust, essential tenets of all we will go on to achieve."

ERBIL - The passing of the federal budget bill for the year 2021 by the Iraqi parliament is a milestone moment for the Kurdistan Regional Government (KRG), Kurdistan Region PM Masrour Barzani stated on Wednesday.

Barzani's remarks came after the Iraqi Council of Representatives finally approved the budget bill for the current year after several months of political disputes between Erbil and Baghdad on one hand, and among some Iraqi political parties, on the other hand.

"We did it," PM Barzani wrote on Twitter following the approval of the 2021 budget bill. "The federal budget law was passed today."

"Today, with the support of the majority of Kurdistani political factions, the federal parliament passed the budget law. This is a milestone moment for the KRG, from which we can start to recover from an era of unparalleled economic challenges," Barzani said in a statement published by his office.

"I thank the KRG negotiating team for their persistence through many months of hard work. I also thank the Kurdish blocs at the federal parliament for their efforts."

The Kurdish premier pointed out that although Erbil did not get everything it wanted, the law is consistent with the key principles of the constitution "from which we have not wavered. Positions dear to both sides have been recognized and we are encouraged and heartened by the progress made."

"I hope to see every article of the budget law implemented and federal payments finally restored to the KRG. Its full implementation would provide both governments with recourse against the disputes over payments since 2004. And it would also foster a new mechanism between the federal and regional auditing bodies. These steps will underpin the restored cooperation and trust, essential tenets of all we will go on to achieve," Barzani further said.

The Kurdish prime minister also revealed that he had talked to his Iraqi counterpart Mustafa al-Kadhimi on Wednesday, thanking him for his support and urging him to live up to these obligations and restore the payments as soon as possible.

"I have also reminded him that this country, and the Iraqi people, can do better by working by, with and through Kurdistan," he said, also commending his deputy, Qubad Talabani, and his team for their important work in Baghdad over the past few months.

"Today, the budget law has restored a sliver of hope about the relationship with the federal government. Though it cannot address the long list of disputes, or undo the unfairness of the past, I hope it will help bring more certainty to the lives of our citizens."

FWIW my view has always been any sale has been put on "HOLD" by the KRG for political reasons.

The big question in my mind is IF the O&G Law is accepted and passed by both sides will this flush out any potential buyers of GKP ? or will they carry on with the slow process of in house development ?
