The Central Bank of Iraq sets the exchange rate , I doubt the ICG can tell them to change the rate back to pre July rates. The Kurds haven't had a proper payment since 2014 , if they get the budget share then it means the HCL will follow as the conditions means oil production needs to go up and it wont without sanction from Baghdad.
