Shafaq News / The Parliamentary Finance Committee ruled out voting on the budget bill in the council of Representatives' session tomorrow, revealing the possibility of postponing the budget's approval until further notice.

Committee member Jamal Kocher told Shafaq News agency, "voting on the general budget law for 2021 in tomorrow's session is very unlikely, due to the Shiite and Sunni blocks' numerous disputes and demands."

"There are controversial points in the budget bill, as well as Article 11 related to the region's oil, the dollar's exchange rate, the distribution of the investment budget, projects, and social welfare", he added.

Kocher concluded, "next week, it will be decided wether we will vote on the budget bill or postponing it."

The Iraqi Parliament had failed to vote on the federal budget bill for 2021, following the continuing disagreements over some items.

The budget allocations are estimated at 130 trillion Iraqi dinars (about $ 89.6 billion).

Article 11 of the draft budget stipulates the Kurdistan region will deliver 250 thousand oil barrels daily and tax revenues to Baghdad in exchange for receiving a share of 12.6% of the budget.

However, some political blocs are demanding to add a text that holds anyone who decides to spend these funds to the region legally responsible, if the oil is not delivered to the federal government.

Other blocs refuse to vote on the budget before modifying the dollar's rate and returning it to its normal state of 1168 thousand dinars per $ 100.

Iraq relies on oil = revenues to finance about 95% of state expenditures, and is facing a stifling financial crisis, due to the decline in oil prices.

Downgrades to reserves, clear desperation having to add in the C numbers to try and prop up the decimated P numbers, 55k a day disappears into 2022, oil agreement looks to be in tatters again, company consigning all the Kozel BS to the dunny. Not been the week that the delusional suckers were predicting last week. Additional to all that the falling oil price has had to rely on a wayward tanker going up the Suez. Twelve years on and the story CONtinues.

Friday, the Kurdish Hope Bloc in the House of Representatives stipulated two issues for voting on the 2021 budget.

"The bloc will not vote on any agreement between Baghdad and Erbil if it does not include marketing oil through the SOMO company and including the salaries of the region’s employees without any arguments or delay or cut off," said a member of the bloc, Sarkut Shams al-Din, in a statement seen by "Al-Eqtisad News." Until "some political blocs have waived the condition of marketing oil for the benefit of the Kurdistan Democratic Party."

He added that "marketing the region's oil through partisan companies there is a great waste of public money in the country and a betrayal of the constitution and the Iraqi people."

Shams al-Din added, "The other condition is to amend the Parliamentary Elections Law and establish a mechanism to dissolve the House of Representatives to hold elections next October," stressing that "any mechanism that takes place in this regard outside the constitutional contexts is totally rejected."

The field auditors haven't dumped it from their website though Bigdog, and as of today they still have total confidence in their assessment that Shaikan is a "multi-billion barrel field", an assessment that was independently verified by Ryder Scott.
