The same day, the Kurdistan Regional Government (KRG) put the Reform Law into effect months after it was passed with a majority vote at the parliament. During the Wednesday meeting, ministers and other relevant officials briefed the cabinet on the financial mechanisms that they will follow in implementing the Reform Law. PM Barzani emphasized that reforms remains a demand from a majority of the people, adding that these reforms are designed to create fairness and protect genuine entitlements in the public sector. He also stressed that reforms should not be limited to pensions, salaries, and allowances, but it should be carried out in other sectors as well. The cabinet also reviewed the progress in the talks between KRG and the federal government of Iraq on the financial disputes and other differences. Deputy Prime Minister Qubad Talabani presented a report on recent talks with the federal government, highlighting proposed solutions to outstanding issues. Using the current CPR on a Category 2 basis (2P etc) the Reserves and Resources are given by ERC Equipoise as follows (100% level, million barrels liquid recoverable): 2P oil reserves 622 2C oil resources 239 Technically recoverable oil 150 Prospective oil 65 Condensate 150 (JF figure) TOTAL 1226 So the ERCE figure is over 1.2 billion barrels recoverable of liquid, varying from very heavy oil through light oil to very light condensate. The Category 3 figure (3P etc) is much higher. Using the current 80% entitlement for GKP, the Category 2 figure for GKP is close to 1 billion barrels recoverable. In addition there is the c. $0.5 billion of net cash plus money owed to GKP going forward. An onshore oilfield of such size, at shallow to moderate depth, is worth a fortune. Looking at the history and the previous BoD graveyard and some of the qualifications they had, who would take this on ??? How many that have walked this path have gone on to bigger better jobs or has it been a career killer ??? Once informed of the problems public and non public and the issues with the KRG why take the job ??? Sure they could put SH12 on and SH9 and replan SH13 but then what ??? That still has production under 50k ??? Most likely scenario is they demand massive share awards and pay before starting because they know it will probably kill their career.
