Dundas public consultation is approved and now on, see summary statement below found at

The consultation will run through to the 2nd September and will involve 3 public meetings. We have the green light at last to progress this final stage, so all being well, expect exploitation licence announcement in October maybe small chance late September.

Dundas Titanium’s application for exploitation – SIA and EIA in public consultation

Dundas Titanium A/S has submitted an application for exploitation licence of an ilmenite deposit at Moriusaq, Northwest Greenland. In relation to this application, the Company has submitted a Social Impact Assessment (SIA) and an Environment Impact Assessment (SIA). Both of these documents are now sent for public consultation and can be accessed HERE.

The public consultation runs from 24 June 2020 until 2 September 2020.

As required by the Mineral Resources Act, public meetings will also take place during this period. The public meetings will follow the existing guidelines for gatherings under the COVID-19 epidemic. The meetings will be held in Qaanaaq, Savissivik and Ilulissat. The Mineral Resources Authority will soon inform the public about the dates of these meetings and the necessary guidelines. The public meetings will give an opportunity to the citizens in Qaanaaq, Savissivik and Ilulissat to get information about the project, and ask any relevant questions.

Eh? They like him over in Greenland.

I suspect that RM and his contacts are a significant part of why JAY has so many good licences. He over promises, for sure, but we would have made decent progress this year if not for CV19

No problem Lynmee90, just thought I would make it clear. I am absolutely convinced that once the government accept and approve the revised public consultation plan, getting the exploitation license is as good as done apart from the required consultation period. With the SIA and more importantly EIS accepted, plus all the work JAY have done with the IBA and local consultations, the process should really run smoothly.

Furthermore, the nature of extraction at Dundas effectively being a beach scape than true mining operation, makes all this low risk and easy to approve. If Greenland want to promote new mining, then for them this could not be an easier project for them to approve IMHO.

Now remaining licence timescales do dictate it will be the end of this season before the licence is expected to be granted, so the winter will have to be used determine as best as possible what needs to be constructed at Dundas to commence commercial supply of ilmenite concentrate hopefully in 2021.

Focus seems to be on financing (several options and in the pipeline based on AGM Q&A feedback) and offtake agreement (most likely with the already announced partner with the MOU in place). It's been a really long time coming for those who have held JAY for some time and several false dawns on the offtake side, but it really seems to be case we are on the final stretch now.

Also hope for a JV partner to be announced for Disko as well this year and best indication would be Anglo American, by the nature of all the licences they have taken surrounding JAYs own Disko exploration licence areas.

I have no doubt the licence will be granted in due course, but to be clear, what is due to be announced next week is the agreement of the public consultation process, not granting of the licence.

The last RNS stated "the Dundas Public Consultation process ("Consultation Process" or "Stakeholder Consultation") will be tabled at this week's ministerial meeting to be held on Thursday 18(th) June 2020", so that will be the process to start the Public Consultation process using an "alternative method of handling and delivering" that process, in light of the COVID-19 challenges.

This is the outcome of the statement, we "are working hard with Bluejay to find a pragmatic alternative to the traditional public consultation meetings, which form part of the consultation process in order for the Company to complete its exploitation licence requirements. We hope to have a favourable update on this shortly." from the earlier 14th April RNS.

This same earlier RNS also stated "As previously advised to the market, the Company is waiting for the commencement of the Public Consultation phase, one of the final stages in the Exploitation Licence approval process."

So on the basis of that statement the 8 week public consultation stage has not yet started and this week's submission was to get agreement for a "pragmatic alternative" approach to public consultation.

The government is now allowing meetings up to 100 people I believe (see BBB previous post here) so public meetings are feasible if correct. So on that basis I am expecting the exploitation licence to be granted around September maybe October, depending on what needs to be don e after the 8 week public consultation period. Fortunately JAY have done as much preparation as they can on the IBA as they have also stated "Impact Benefit Agreement with the local municipality on the development, which it has been advancing for some time."

So I don't think there is any doubt that this exploitation licence will be granted but also think the government does not want to cut out parts of the process, so will still want to see some method of "public consultation". Only thought I have is they can reduce the period from 8 to say 6 weeks maybe considering previous work done on the IBA working with the local municipality?

Any short term investors looking for a surge in the share price based on Dundas licence news will be disappointed; things always take longer than expected. The last 2 licences to be awarded were to Ironbark in 2016 and Hudson Resources in 2015. Their applications took 26 months and 16 months respectively. So far ours has been 9 months including a covid delay.
Anything the company says regarding timescales has to be taken with a bucketload of salt as all LTHs here know. If all that sounds a bit negative, I still hold and remain sure that it will happen.

From the Bluejay Mining PLC Dundas Exploitation Licence Update, dated 16th June:

"...Once the Stakeholder Consultation process is complete, usually within an 8-week period, all responses inclusive of company comments to each point raised are compiled into a White Book prior to presentation to the Governmental for decision on awarding an exploitation licence for Dundas."

Kemismelt That is just what I'd generally seen not fact. I'd be hoping it is earlier on in the week as I feel there is no need to delay and can't see why they won't get given the green light. Thursday for me was a rubber stamping exercise so fingers crossed it's mid week latest but I guess it's dependent on how fast they move to give them the nod to release the news publicly.
